What the care home does well The home enables residents to maintain an appropriate lifestyle with individual opportunities and support. Residents were attending external day centres, college courses and going individually to do shopping or for a meal. All the feedback from the surveys were positive about activities. residents said that they could do what they they wanted. The manager told us each resident now had a structured day composed of the activities they liked, and moving on to a fresh activity after a certain time to maintin their stimulation. Residents were aware of how to complain and felt that they were listened to. A resident said they knew whom to speak to if they needed to. Barleycombe was a clean and comfortable home, very spacious with large grounds. The lounge and dining room were brightly decorated, with new sofas in the sitting area. Staff training is planned and monitored. The provider uses in-house trainers where appropriate. Staff commented that management was very supportive of training. training has enabled staff to be more supportive and understanding of residents` needs and behaviour. The provider has a systematic approach to assessing and monitoring the quality of care provided by the home the ensure that residents are protected, and able to fulfil their potential. What the care home could do better: The home under the new manager has made significant progress in improving the quality of life for the residents. The manager listed a number of further improvements planned for the next twelve months in the AQAA, including the environment, developing new activities, and continuing to review care strategies for residents. This shows that residents will continue to benefit from the conduct and management of the home. Care Homes for Adults (18-65 years) Page 2 of 7 What we found: We looked at all the information that we have received, or asked for, since the last key inspection in January 2008. This included: - The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. - Surveys returned to us by people using the service and from staff. - Information we have about how the service has managed any complaints - What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. We also made a short visit to the home on 17th December 2008. We spoke to the manager who had been in post just over a year. Comments in the staff surveys confirmed that the manager had made an impact on the home in improving the quality of life for the residents. She was described as approachable and supportive of staff training. We reviewed the complaints received by the home, and referrals made by the home through the safeguarding procedures. Prompt and appropriate action had been taken by the manager to protect residents. We saw evidence that staff had received refresher training in the protection of vulnerable adults in February and November 2008. A few staff were still to attend this training. We saw the record of three incidents when staff used restraint techniques for the safety of the resident and other residents. The record contained detailed descriptions of the event, action taken and the consequences. We looked at the records of staff recruitment and training. Seven staff had left in the past twelve months. All the hours, apart from thirty hours, had been filled. A sample of new starter files were examined. They held all the required identification and protection documents. An annual training programme showed the training given to date and training scheduled. Staff commented that training is prevalent at Active Care. They strive to keep us informed of changes. Another told us that recent training in caring for people with autism had been most useful. Following a recommendation in the last inspection report, medication training had been arranged in April 2008. We also saw the schedule of supervision sessions for staff. This was up to date. We saw that the provider had a comprehensive quality review system, including monthly visits, service audits, and satisfaction surveys. We saw the latest audit report by the provider which assessed the home as meeting over 95 of the audit standards.We saw the the results of the latest satisfaction survey in November 2008 Care Homes for Adults (18-65 years) Page 3 of 7 and the action plan that resulted. Comments were returned from residents and relatives. The action plan listed topics to be followed up, such as decor improvements, the serving of food, and the attitude of one staff member.
