What the care home does well The staff support the people in the home well. They know what everyone needs and likes. The home is very clean and tidy. What the care home could do better: We are satisfied that there are no financial restrictions to the home`s budget that may affect the people who live in the home. We have made no new requirements on this occasion. We did not look for evidence of compliance with the requirements that we made at the last key inspection. We made requirements concerning the accuracy of the Service Users Guide, and about the safety of free standing electric heaters that were used in the home. The deputy manager sent individual risk assessments to the Commission following the inspection, but these did not include a specific risk assessment to ensure the safety of residents, staff and visitors when the electric heaters are in use. The manager submitted comments on the report of the inspection, but there was no evidence that the requirements we made had been met. Therefore these requirements remain open. It is in a busy road, and it looks like all the other houses in the road. Some shops are nearby, and the home is close to the town centre is nearby. Care Homes for Adults (18-65 years) Page 2 of 7 0 4 1 2 2 0 0 9 Brief description of the care home Everybody who lives at the home has their own bedroom. Nobody has to share a room. Everyone shares the lounge, dining room and kitchen. The accommodation charges for Bellevue range from £800 to £1400 per week. Care Homes for Adults (18-65 years) Page 3 of 7 What we found: We received information that led to concerns about the financial viability of Portland Care Homes. The purpose of this random inspection was to check whether there were any financial constraints to the homes budget, which may affect the welfare and the choices of the people who live in the home. We looked at the staff rota, checked the supply of food, and talked to staff and one of the people who live in the home. The staff rota showed that there has been no change to staffing levels. There are two support workers in the home throughout the day, plus the manager or deputy manager. The staff who we spoke to said that the training programme is continuing, and further training has been booked. They are not aware of any restrictions to the homes budget, and sufficient money is available to buy food and for the people who live in the home to continue with their choice of social and community activities. We saw fresh food in the fridge for that evenings meal, and one resident was cooking their own meal of rump steak and fresh vegetables. The home appeared to be clean and well maintained. The cleaner was in the home when we visited, and said that there has been no change to the work that they are asked to do.
