Brookside is an attractive house situated in the picturesque village of Braybrooke, with views across the open countryside. It is close to the town of Market Harborough, Leicestershire and on the border with Northamptonshire. Brookside is comfortable home, which is set in attractive surroundings for up to twelve people who choose to live in a residential care home. We looked at all the information that we have received or asked for since the last key inspection. This included the Annual Quality Assurance Assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for the people using the service. It also gave us some numerical information about the service. We assessed the information we have about the service and how the complaints received have been managed. We looked at what the service has told us with regards to the things that have happened in the service. These are called notifications and are a legal requirement. We looked at the last Key Inspection report dated 4th November 2008 and the results of any other visits that we have made to the service in the last 12 months. We looked at relevant information from other organisations and what other people have told us about the service. We sent out surveys to the people using the service, their relatives/main carers, the staff working in the home and the General Practitioners. What has this told us about the service? Brookside sent us their Annual Quality Assurance Assessment (AQAA) when we asked for it. It was clear and gave us all the information we asked for. We looked at the information in the AQAA and our judgement is that the home is still providing a good service. Brookside has demonstrated how it continues to maintain the standards of care and meet the needs of the people who use the service. The AQAA was completed by the Registered Manager and provided details of what the service does well and the evidence to support the practice. They provided us with details of how they meet individual needs and promote their choice of lifestyle. The AQAA demonstrated that people who are considering using Brookside and their relatives are given information about the home in the form of a Service User Guide and a Statement of Purpose. It contains information about the range of services and facilities available to people, what people can expect and experience should they choose to move to the home. It also has details of the key procedures followed including the admission process and the complaints procedure. The AQAA demonstrated that there is a pre-admission assessment of needs completed by the Registered Manager. This process ensures individual care needs, support and preferences are known and can be met by the home. People who are considering using Annual Service Review Page 4 of 10 the service and/or their relatives are involved in the assessment process to make sure an informed decision about using the service. The AQAA states people are encouraged to visit the home and have a trial stay. This helps people to decide if Brookside is the right place for them. People are given individual contracts with the terms and conditions of stay that includes the fee. The AQAA states a care plan is developed from the assessment of need with the person to make sure individual preferences and daily routines are supported. The care plan contains information as to how to meet individual care needs, ensuring privacy and dignity is respected and independence is promoted. People are supported with their medication and have health care support and advice for the Health Care Professionals, when required. Brookside has good links with the local community and has an open house every month where people from the local community come to the home for coffee and raffle morning. There are a range of social activities and entertainment arranged by the home, such as memory games and bingo. There are books, daily newspapers and magazines available for people to read. Brookside have purchased a number of new indoor games, activities and song sheets, offering people with a greater variety and choice of activities. People also have the opportunity to go for a drive and have barbecues in the summer. There is open visiting, to ensure people receive visitors at any time and can also go out with family and friends. The AQAA states the complaints procedure is provided to each person and is kept in each bedroom. A copy of the complaints procedure is displayed in the home and is included in the information people receive when they choose to move to the home. The AQAA states Brookside received no complaints or concerns. The Care Quality Commission received no concerns or complaints about Brookside. The AQAA states there are policies and procedures in place for safeguarding and whistle-blowing. Safeguarding means, promoting and protecting the well-being of people using the service from harm, risk and abuse. The staff have received training in safeguarding adults procedures. Brookside is a small family home that is well maintained. The layout is modern and homely. There are several seating areas and the main lounge offering people a choice as to where they wish to sit. The main lounge has also been extended. New chairs and a suite have been purchased for the lounge. People have their own rooms and are encouraged to personalise their rooms. There is a large mature garden with a seating area that looks out onto the open fields. There is good access around the home and the gardens for people using walking aids and wheelchairs. The AQAA states the staff recruitment is good. All staff employed are appointed with satisfactory pre-employment checks that includes two references and a criminal records bureau (crb) check. This is a check to assess the suitability of the applicant to work with vulnerable people. There have been new staff recruited to manage peoples ironing and a domestic cleaner. Annual Service Review Page 5 of 10 The AQAA states all staff are required to complete induction training. There is a programme of training and regular updates that include first aid and manual handling, safeguarding. There are over 50 of staff that have attained National Vocational Qualification (NVQ) level 2 in care and above. In addition, one member of staff is completing the Registered Managers Award and another is completing NVQ level 4 in care. All staff receive regular supervision and appraisals with the Registered Manager. The AQAA states the policies and procedures are reviewed and were last updated in February 2009. These are available to staff and any changes are shared with them. The AQAA states there is a quality assurance and monitoring system in place. People who use the service have an opportunity to comment formally about the quality of service they receive. There are also residents meetings, which take place regularly. The AQAA states all records relating to the people who use the service, the staff and the day-to-day management of Brookside is kept secure and up to date. These also include risk assessments, fire procedures and certificates for the servicing and maintenance of equipment within the home. We sent out 12 surveys to the people who use Brookside, which included surveys for their relatives. We received none from the people who use the service and 11 from relatives. All the responses stated they received enough information about the home to help them make the decision to use Brookside. All the responses received indicated Brookside met the needs of their family/relative/friend living at the home, including medical support. All the responses indicated they were kept informed about important issues that affected their relative/friend living at the home. All the responses indicated the staff have the right skills and experience to look after the people living at the home. All the responses indicated they know how to make a complaint and have had concerns addressed satisfactorily. The additional comments received in the relatives surveys were, with regards to what the service does well: Brookside is a clean, light, airy, well run care home with a family feel Mr & Mrs Clarke do all they can to make the residents feel at home in their surroundings The meals are excellent with a good range of fresh meat and vegetables I am always made welcome when I visit Strongly promotes social interaction Communicates It provides an exceptionally good environment for old people The accommodation is attractive and regular fresh flowers and well attended gardens provides visual stimuli Annual Service Review Page 6 of 10 We considered a range of homes for my mother and Brookside was by far the best in the area We are very happy with the home We find Brookside provides a safe and secure home for my mother. All the staff are very caring and attentive. They provide excellent meals and all the rooms are of a very high standard as regards decor and cleanliness. Linda and John Clark run an excellent residential home We find the service 1st Class and feel they could do no better Having seen many care homes, this far excels. It is a shame many others are not up to this standard General day-to-day care of the resident, friendly, kind and always making the residents comfortable The care home is lovely and very homely. The staff are all very diligent and helpful I have been extremely pleased with the care and compassion shown to my father during his stay here (now almost 7 years) My sister and I cannot fault the care. The friendliness of all the staff make this a really special place for the residents and families when visiting ... Brookside runs on wheels with owners and their excellent staff attending to the needs of their residents constantly. I cannot truthfully think of anything that could be better Brookside does everything well. Everything is clean and warm and my mothers room is delightful. The communal rooms are attractive and homely and there are nearly always flowers and plants around The food is well prepared and cooked and my mother who only has a small appetite now... Activities are arranged daily or weekly and once a month there is a coffee morning where family and friends can join in There is always a good atmosphere at Brookside and no smells Brookside has all the good attributes of how a residential home should be run and is a model of what is good My mother has been a resident for over 3 years now and I have never doubted that she was in a wonderful place - a real home from home! I really hope it will not get any bigger now, as numbers can change things - that always happens - because sadly residents only go from Brookside to A Better Place! In the two years my mother-in-law been at Brookside, she has always been looked Annual Service Review Page 7 of 10 after very well by all the staff Excellent meals, warm, clean rooms and care and courtesy at all times Home is of a very high quality in terms of decoration and furnishings - a quality environment and garden, like a private residence We also received comments with regards to what the service could do better: Exercise for residents My mother and I think that the chairs in the lounge should be changed to higher more suitable chairs for elderly people - there are comfortable ones in the other lounge - we both think this is important More encouragement and motivation would help We sent out 5 surveys to the General Practitioners, of which 1 was returned. The response indicated the home meets peoples health and personal care needs, seeks timely advice and supports people with their medication. The response indicated that staff are available, respect peoples privacy and dignity and promotes their preferred choice of lifestyle. The comment received in the survey was: Caring friendly environment. My experience is based on occasional visits to my patients over the last 10yrs plus. I have always found the staff to be caring and knowledgeable about their patients We sent out 15 staff surveys of which 5 were returned. The responses received indicated staff receive up to date information about the people who use the service and their care needs. The responses indicated that staff were appointed with satisfactory pre-employment checks and received induction and training that covered their job role. The responses received indicated staff felt they had the right skills, knowledge and experience to look after the people who use the service. The responses received indicated staff were confident to respond to concerns and complaints from the people who use the service and/or their relatives. The responses indicated staff receive support and have meetings to discuss work issues. The additional comments received with regards to what the service does well, were: Brookside is a very clean & safe environment for residents and staff alike. The residents are very well cared for and their privacy is uppermost The home has very high standards in cleanliness The residents receive excellent care There is always time for their needs The staff have regular contact with the manager There is a good variety and quality of food on offer Annual Service Review Page 8 of 10 Hygiene and standards of care are very high Works well as a team Has a good management team We also received some comments with regards to what the service could do better: More staff would be very beneficial to the clients needs More staff There were comments made in the surveys from the relatives of the people who use the service and some staff, with regards to staffing levels. We discussed this with the Registered Manager who confirmed that staffing is consistent. In addition, Brookside has appointed a house-keeper, who is responsible for the domestic cleaning in the home, allowing care staff more time to spend time with the people who use the service. We concluded that the information in the AQAA was supported by the responses and comments received in the surveys. Brookside continue to let us know about the things that have happened since the last Key Inspection. They have shown that they have managed issues and made improvements to the quality of service and the environment. They work well with us and have shown that the service continues to provide good outcomes for the people who use it. What are we going to do as a result of this annual service review? The next inspection of this service will be based on the Fees and Frequency Regulations 2007 and the assessment of risk of the service. Further clarity will become evident as the new registration and inspection system under the Health and Social Care Act 2008 is confirmed.
