This was a random unannounced inspection. The purpose of the inspection was to focus on specific key national minimum standards as identified following a safeguarding meeting. The role of the CSCI is to determine if a breach of regulation has occurred. We were on the premises for four and a half hours. The methods used were discussion with the manager, staff, and residents, inspection of records and documents, observation of the daily life of the home and inspection of the premises. We are grateful to the providers, staff and residents for their assistance in completing the inspection. We found that the service users case tracked all had preadmission assessments conducted by staff at the home. The majority also had nursing needs assesments drawn up by the placing authorities. These assessments led to the compilation of care plans which were seen to be regularly reviewed. A new format for care planning has been introduced. Staff are currently receiving training on how to maintain these plans. We found evidence indicating that multi disciplin meetings have taken place in respect of some service users to sort out problems that have arisen. We found that medication practices were generally positive. There have been two misunderstandings. The manager is in the process of meeting with the surgery and pharmacist to ensure a continuity of service in future. We considered that staffing levels were appropriate given the number of service users currently accommodated. We were satisfied that current health and safety issues regarding service users is appropriate. We are assured that management will keep these under review in an attempt to balance choice and independence against risk.
