47 Church Road is a four bedroom family house situated in a residential area of Bengeo. The house has been converted to provide accommodation for four adults with learning disabilities. The ground floor consists of a bedroom with an en-suite shower, a lounge, kitchen/dining area, WC and a small office. The first floor consists of three single bedrooms, a staff sleeping-in room and bathroom. The rear garden is small but provides enough space to accommodate some garden furniture and a small patio area. The local shops are within walking distance. The county town of Hertford is approximately one mile away and all forms of transport can be easily accessed, the home also has the use of its own transport. The home provides information for prospective residents in an appropriate format for them. A copy of the Statement of Purpose, Service User`s Guide and the latest inspection report are available on request from the manager of the care home. The range of fees charged can also be obtained from the manager on request.

What the care home does well Adequate information about the home including a copy of the `Statement of Purpose` and `Service User`s Guide` was available to current and prospective residents. Care plans examined showed that an assessment of individual`s needs was carried out prior to moving in. This process involves the input of the prospective resident, their family and other professionals. Each person has a `person centred plan` of care based on their views about how they wish to be supported from day to day and longer term goals. These are reviewed on a regular basis and any changes are reflected within the support plan. Each care plan includes the assessment of needs, various risk assessments, the resident`s profile, information about support provided, keyworker system, personal care plan, day care programme and daily records. Care plans examined showed that residents` identified needs were being met and that all residents are registered with a G.P. Individuals receive personal and healthcare support using the `My Health` that was reviewed and kept up to date at each health appointment attended. Staff spoken to said that the support provided for residents was based upon identified needs including the rights of dignity, privacy, choices and respect. Overall, there are good systems in place for ordering, storing and administering the medication that the each resident requires. However, there were were some tablets missing and unaccounted for that require the exisiting systems and practices to be reviewed and implement a regular auditing and monitoring programme so that all medicines received, administered and returned for disposal are accounted for. The home has a complaints procedure and information on complaints is also included in the `Service User`s Guide`. No complaints have been received in the last twelve months. The home has a copy of the Hertfordshire procedures on Safeguarding Adults. Staff spoken to confirmed that they are familiar with the procedures and staff records showed that they have received training on the safeguarding adults. An element of adult protection is also covered in the induction programme for all new staff members and those people undertaking the NVQ assessment. The implementation of a number of systems including assessment and admission process, care planning and review, consultation and communication, recruitment, induction, training, supervision and appraisal of staff ensures that the home operates in an manner that benefits people using the service and the staff team. The home has a quality assurance system in place and seek the views of people using the service, relatives, staffand other interested parties. Records inspected were up-to-date and accurate and were held securely. Staff spoken to were aware that people using the service can access their records and information held about them in accordance with the Data Protection Act 1998. There were policies and procedures in place to ensure that the health, safety and welfare of people using the service and staff are promoted and protected. A valid Employer`s Liability insurance certificate was displayed and expires on the 31st May 2010. What the care home could do better: The manager must ensure that a robust system for the management of medicines is implemented so that an audit trail of all medicines received and returned for disposal are accounted for.
