Cliftonville is a care home providing personal care and accommodation for up to a total of 20 people over the age of 65 years. We looked at all the information we have received or asked for, since the last key inspection in February 2009. - The Annual Quality Assurance Assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment document that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. - Surveys returned to us by people who live at the home, staff who work for the service, and health and social care professionals involved in the care of people who live at Cliftonville. - Information we have about how the service has managed complaints. - What the service has told us about things that have happened to people living in the home. These are called Regulation 37 notifications and are a legal requirement. - The previous key inspection and the results of any other visits we have made to the service in the last 12 months. - relevant information from other organisations. - What other people have told us about the service. What has this told us about the service? The service sent us the AQAA when we asked for it. It was clear and gave us all the information we asked for. It told us of the improvements the service has made in the last 12 months. It told us that the service has improved the environment of the home by redecorating two lounge areas, and adding a gazebo to the garden. It told us that staff are being more proactive in addressing any minor concerns residents may have at an early stage, through better recording of what they have seen or heard. The service has also encouraged and supported residents to go out and visit their doctor or optician where possible, rather than relying on home visits. This has supported the independence of people living in the home. The AQAA told us that there are currently 14 people living at Cliftonville. The service is increasingly relying on privately funded residents, and has found it difficult to secure local authority funding. It told us that out of the 11 permanent care workers, seven have achieved a National Vocational Qualification to level 2 or above. The AQAA informed us that the service has received no complaints. We at the CQC have not received any complaints about the service. We received nine surveys back from people who live at Cliftonville, the majority of Annual Service Review Page 4 of 7 which were completed with support from staff. Five people who responded said they were given enough information to help them decide whether Cliftonville was the right home for them, with four saying they didnt know. Eight said they always get the care and support they need, with one saying they sometimes get the care and support they need. Eight felt that staff always listened and acted up what they said, with one saying that staff sometimes act upon this. All nine said they always get the medical care they need, and all nine said they always like the meals at the home. All nine also said the home was always fresh and clean. Typical comments include: The staff are very nice and so are the meals. The home is very nice and the staff are helpful We received five replies from staff who work at Cliftonville. All staff who responded told us they were being given training that was relevant to their role. Four staff felt they got regular support and meetings to discuss how they were working, with one saying that they sometimes got support. Four staff felt there was always enough staff to meet the individual needs of people who live at Cliftonville, and one felt there was usually enough staff. Comments about what staff felt the service does well included: Gives the correct care and attention to the residents Cliftonville provides a warm, friendly, homely atmosphere for the service uses who live here, regular training is provided for all staff the food is fresh and homemade, including freshly baked cakes and puddings Comments about what the staff felt the service could do better were: even though we do activities with service users I feel there could be an improvement could do more outside activities an electric hoist would be nice We received three responses from G.Ps who support people living at Cliftonville. They were all positive. One said: The service has a very good manager...the care of terminally ill residents is exceptional Another said: good communication with G.Ps...manages difficult clients very well...no reservations or concerns. One said the service could do better by bringing residents to surgery for review of routine medication, but qualified this by saying this is the same for all residential Annual Service Review Page 5 of 7 homes What are we going to do as a result of this annual service review? The next inspection of this service will be based on the Fees and Frequency Regulations 2007, and the assessment of risk of the service. We will be able to give more information about this once the new registration and inspection system under the Health and Social Care Act 2008 is agreed.
