The service must employ at all times a suitably qualified and competent manager who is registered with the Commission for Social Care Inspection. If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service Edge Hill is a privately owned care home, which is registered to accommodate 36 people. The home is situated on the main Royton to Oldham road and is within easy Annual Service Review Page 2 of 6 2 9 0 9 2 0 0 8 reach of shops and public transport services. The building is a detached property with pleasant gardens to the front and car parking space to the rear. Accommodation for service users is provided on the ground and first floors of the building. A passenger lift has been installed between these two floors, and ramped access has been provided externally. There are 30 single bedrooms, 12 of which have en-suite toilet facilities (some of which are shared), and three double bedrooms, all of which have en-suite facilities. Fees for accommodation and care at the home range from £360.00 to £380.00 per week. A service user guide is available on request. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. This was looked at and the information provided taken into account. The AQAA is a self-assessment that informs us about outcomes for people who use the service. As well as other information, it also tells us what the service has done within the previous 12 months, what they think they are doing well and how they could develop and their plans to do so in the next 12 months. Surveys were provided to people who use the service. We looked at information we have about how the service has managed any complaints. We considered what the service has told us about things that have happened in the service. These are called notifications and are a legal requirement. We looked at the history of the service by reflecting on previous inspection outcomes. Any other relevant information from other organisations was considered along with what other people have told us about the service. What has this told us about the service? Four surveys were returned by people living at the home. These confirmed that people were, in the main satisfied with the overall quality of care provided. Comments included, The staff are always friendly and the manager is always approachable if you need any questions answering. Since the last key inspection the manager alerted the relevant agencies about an allegation of abuse made about staff at the home. This was investigated and the manager took appropriate action to protect people living at the home. During the course of the investigation concerns were raised about the standard of record keeping in the home and the managers systems for checking staff practice. Because of this we carried out a random inspection on 14th May 2009. We made 4 requirements at the inspection to make sure that peoples care needs were planned for and monitored properly, to ensure staff received training in safeguarding adults, to ensure the manager set up systems for checking that staff were following policies and procedures correctly and to ensure the manager notified us appropriately when incidents and accidents happened in the home. The manager sent us the annual quality assurance assessment (AQAA) when we asked for it but it was not entirely clear from information in the AQAA if the requirements we made earlier this year had been fully met. We have considered all the information and feel that we need to complete the next inspection earlier than originally planned, so that we can check if the requirements we Annual Service Review Page 4 of 6 made at the random inspection have been met. We can also assess how far the home has succeeded in implementing the good practice recommendations we made at the last inspection. What are we going to do as a result of this annual service review? We are going to change our inspection plan and will do a key inspection by February 20th 2010. However, we can inspect the service at any time if we have concerns about the quality of the service or the safety of people using the service.
