Elmlea is a detached two storey, Victorian brick built property situated in Gloucester. There is off-road parking and a good-sized garden to the rear of the house. The home provides living accommodation on the ground and first floors. On the ground floor there is a lounge, kitchen, dining room, bathroom and one bedroom. On the first floor there are seven single bedrooms and a bathroom. Elmlea provides accommodation for up to eight people with learning disabilities that may also display behaviour that is challenging. The home is staffed 24 hours a day, seven days a week. The property is one of a group of seven registered care homes in Gloucestershire that are owned by Holmleigh Care. After parking to the rear of the property you enter the property through the front door. The garden has a couple of tables and chairs. The kitchen is a good size and people living at the home have access to it at all times. On leaving the kitchen and entering the rest of the property the door to the staff office is in front of you. Turning left into the rest of the property there is a bedroom on the left of the corridor with doors to the dining room and the lounge further down the corridor. Both the lounge and dining room provide people with substantial shared accommodation. Both rooms have large windows and high ceilings. The first floor is accessed from the stairs at the bottom of this corridor. It is a large, wide staircase that turns to the right as it ascends. At the top of the staircase to the right is a long corridor with a high ceiling that all of people`s bedrooms and a bathroom are accessed from. What the care home does well Our tour of the premises inside and out showed that it was decorated and maintained to a high standard throughout. Over the past 2-3 years the standard of accommodation has improved beyond recognition of what it used to be. Throughout the home are pictures of the people living there and their personal possessions. The home has a relaxed and friendly atmosphere. Speaking with staff they stated that people living in the home are always given choices and they live active lifestyles. Two people living in the home showed us their picture activity files which detailed what they like to do each day which supported what staff had told us. Staff explained that each Sunday there is a house meeting where people are asked to choose the menu for the following week. To empower people with communication difficulties pictures have been taken of the popular meals in the home and these are used to help people make choices. Each day one of the people living in the home has the responsibility for updating the picture menu in the kitchen. The previous admission to the home was well managed with the home receiving a completed needs assessment from the funding authority and the manager and her deputy completing an assessment based on this information, visiting the family and previous carers. Medication administration and storage has improved and this minimises the potential risks to people living in the home. What the care home could do better: When examining the staff recruitment documents we identified some shortfalls where training certificates, a photo and some employment history were missing. It becomes a recommendation of this report that these files are reviewed and the missing information is added. As part of the process of examining the last admission to the home we studied care plans that had been created to enable staff to meet the person`s needs consistently. We wereconcerned that although the person was admitted to the home nine months ago there was no evidence of care plans being reviewed. We brought this to the attention of the manager. It becomes a requirement of this report that the manager ensures all new admissions to the home are reviewed at regular intervals and the appropriate updates are made to care plans so they accurately reflect the person`s needs. Care Homes for Adults (18-65 years) Page 3 of 8 What we found: We arrived at the service at 0900hrs on Tuesday 22nd June 2010 and were met by a member of staff on duty. The manager was not on duty when we arrived but was due in, the deputy manager spent some time with us providing us with a service user file to study. When the manager arrived we explained what information we were expecting to see as part of this unannounced random inspection. During this visit we examined the admission and care planning for the last person admitted to the home, medication administration and storage, the recruitment records for the last two staff employed and completed a tour of the communal areas. Two of the requirements from the previous inspection report remain open as we identified shortfalls in these areas during this site visit.
