Foxwood is a purpose built care home located in the Manor area of Sheffield. It is easily accessible by public transport and is within walking distance of the local shops. The home specialises in providing short term respite care/short breaks to people with dementia. Up to nineteen people over the age of 65 can be accommodated in single bedrooms. The home is on one level and all areas are easily accessible to people of all abilities. There are two dining rooms, two comfortable lounges and an open seating area. The home stands in its own grounds but the land is not fenced in and not safe for people to walk around because it is close to the main road. There is an open patio area in the centre of the building, the quadrangle, that has been provided with garden furniture and pot plants making it a pleasant area for people to sit in when the weather permits. Attached to the home is a day care service that works with over 60 people. People staying at the home for respite breaks often attend the day centre and are welcome to use the day centre facilities when staying in the home. Information about the service is available to people in the Statement of Purpose and Service User Guide. Copies can be provided on request. Before people come to the home for their first stay this information is sent out to them with a `welcome pack` of information. Files containing this information are kept in every bedroom. What the care home does well People living at Foxwood receive a good service. The manager and staff have ensured they have improved practices, in order to meet their previous requirements. People living at Foxwood are safer as a result. People living at Foxwood can express their concerns. The complaints procedure is robust and easy to access. Staff practices, the homes policies and procedures, training and compliance with complaint and safeguarding procedures, help to safeguard people, and protect their rights. What the care home could do better: The manager agreed to look at how to better inform staff about Mental Capacity, Deprivation of Liberty, and the home`s whistle blowing procedure. This will help to better protect people`s safety and rights. Care Homes for Older People Page 3 of 10 What we found: We carried this inspection out as a Random Inspection. This means we visit the service and look at chosen areas concerned with the health, safety, and wellbeing of people who use the service. We will only change a star rating following a key inspection. Therefore, the rating for this service will stay the same following this random inspection. This inspection complies with our regulatory processes. The Care Quality Commission will conduct a further review under our new registration procedures before October 2010. The service had its last key inspection on 19 July 2007, and we gave them a 2 Star (Good)rating. Before we visited the service we looked at any information we had received since the services last inspection. This included, The services AQAA (Annual Quality Assurance Assessment). This is information the service is required to provide us with about how well they are delivering care. The services previous report, and any information from other stakeholders, such as the local authority, relatives and staff, and any surveys we received. Notifications. These are notices of information a service must give us about any incidents that happen which may affect peoples wellbeing. Any safeguarding, concerns and complaints information. During the visit we spoke to people who live at Foxwood, one relative, two staff and the acting manager. We observed some care practices and looked at some records and documents. For the purpose of this random inspection we looked at how the home manages concerns, complaints and protection. (National Minimum Standards 16 and 18) This included, How well people can express their concerns. Access to a robust complaints procedure. How the service protects people from abuse. And how the service protects peoples rights. We also looked at requirements and recommendations we made to the service on our last Care Homes for Older People Page 4 of 10 inspection. This included, Medication records Staff training Informing the Commission of events that occur in the home, (Notifications). We observed people who were staying at Foxwood. We noticed staff interaction was attentive, friendly, and dignified. People looked clean and relaxed. There was a variety of chairs and rooms for them to choose to sit in; and we noticed staff conversing and sharing jokes with people. We spoke to one person, who was able to tell us what they thought. The said: The home is wonderful I like them (Staff) They are very good (Staff) Can you tell someone if you are worried or concerned? Yes I like it (here) it is very nice We spoke to one relative, who told us they felt their family member was safe. They said, They seem happy enough, and we can have a little laugh with staff (family member) (Family member) is always clean, I could mention it to staff if they were not They (staff) look after people well. There is always somewhere to sit, staff are always there and very helpful. We received three surveys from people who have used the service, mainly completed by relatives. These said, people have the support and care they need, could speak to someone if they are unhappy and knew how to make a complaint. Comments included: They (staff) are caring and know the needs of my Mum, who has dementia This is a lovely respite centre, my Mum enjoys the company and care of the staff here All staff have a caring attitude We received seven surveys from staff. These told us Foxwood carried out Criminal Record Bureau checks on them, staff know what to do if they are concerned about someone. Care Homes for Older People Page 5 of 10 And, in the main, staff feel they get good support. This shows that the home has good systems in place to safeguard people and provide appropriate care. We spoke to two members of staff. And we spoke to them in detail about their understanding of protecting people from harm, and protecting peoples rights. They understood what to look out for to identify if someone could be at risk of abuse, and they knew the right action to take to help people keep safe. They had some awareness about Mental Capacity and Deprivation of Liberty safeguards, however, they would benefit from some further information or training in order to build on their knowledge and understanding of how to protect peoples rights. Staff did not have a sufficient understanding about whistle blowing in order to protect people using this procedure. The home had a clear policy on whistle blowing, and we advised the manager to revisit the policy with staff to make sure they understood it. We saw evidence that staff had good access to training, and the home had a system in place to make sure staff kept up to date. This helps make sure people are well protected from harm and poor practices. The manager told us staff have Adult Protection (Safeguarding Adults) training care of the NHS trust. And that the training was suitable for the service they provided. This shows that Foxwood is proactive in making sure they help protect people they care for. The manager said they had dealt with three complaints in the past 12 months. The manager had followed the homes complaints policy regarding these. We concluded by, talking to people, looking at records, and checking the environment that the service has now met all its previous requirements. The service had notified us of incidents that had occurred in the home which affected peoples welfare. This shows the manager and staff follow the correct reporting procedures, in order to protect people.
