What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection. This included: The annual quality assurance assessment (AQAA) sent to us by the service. The AQAA is a self assessment that focuses on how well outcomes are being met for people using the service. It also gives us some important numerical information about the service. Information we may have about how well the service has managed concerns, complaints and safeguarding issues. What the service has told us about things that have happened in the service, these are called Notifications and are a legal requirement. The previous Key Inspection report dated 10th March 2009 Relevant information received from other organisations. What people have told us about the service. We had a brief discussion with the Registered Manager to clarify points raised in the completed AQAA and to further update us. What has this told us about the service? Fryers House was awarded the quality rating of 2 stars - good following a key inspection of the service undertaken on the 10th March 2009. The Registered Manager sent us a completed Annual Quality Assurance Assessment (AQAA - dated 8th January 2010) when we asked for it and within the timescale given. The AQAA contained good quality information, validated by evidence and provided us with an excellent picture of what was happening in the home and indicated their development plans for the next 12 months. Based on available information it has been concluded that the homes operation and management demonstrates ongoing commitment to the provision of individualised quality care and support for the people using this service. Service users health needs are monitored and met and it is clear that staff have the necessary skills and training to support and care for people with a physical disability and to afford them opportunities for increased independence and choice in their daily lives. The manager records....Within the last year the service has grown and developed in all areas. We continue to ensure that Fryers House is a place to call home for service users with a high degree of physical disability, respecting and promoting their views and aspirations. This service continues to push the boundaries associated with a conventional nursing facility. Service users continue to manage the direction in which the service is travelling, this will be an ongoing and continual process. Annual Service Review Page 4 of 6 Services that provide social care must be sensitive to people of different cultures, age, gender, faith and sexual orientation. Throughout the homes annual quality assurance assessment it is clear that equality and diversity issues are being promoted and incorporated within service delivery. The AQAA evidences....All staff are aware of the individuality of service users taking into account race, gender, disability, sexual orientation, age, religion or beliefs. Leonard Cheshire Disability has robust policies in place to support service users. We have a multi - cultural working environment where diversity is embraced, even though our client base is currently White European. Staffing levels are being monitored and adjusted to meet individual health, support and engagement needs. The AQAA also identifies that staff continue to receive numerous opportunities for training and development. Commendably, of the 25 care support staff employed, 19 have obtained National Vocational Qualifications (Level 2) or above. The manager records.....We provide robust staff training that enhances service delivery and is organised both at a regional level and in house. There is sufficient evidence to record that the home is being well maintained and equipment serviced regularly, creating a clean, safe and comfortable place in which people using services can enjoy their lives. The manager records.....The service is relatively new and purpose built, with the specific needs of the physically disabled in mind. We continue to complete our plans for a new conservatory to be built. The homes complaints procedure is accessible and current. The AQAA records.....all service users have been issued, along with their relatives, the have your say leaflet which is Leonard Cheshires leaflet explaining on how to raise concerns or issues. The homes welcome book, given to all service users not only explains about the service, but how to make a complaint. The AQAA records that there have been no formal complaints received by the home in the last 12 months. The homes adult protection policies and procedures safeguard people using services from harm and abuse. There have been some matters that have been appropriately reported following the local authority safeguarding vulnerable adults from abuse procedures. One safeguarding investigation is ongoing. The home has co-operated openly and honestly throughout investigations and have made changes to operations where it was recommended. The registered manager is aware of barriers to improvement and has taken action to reduce and minimise those within her control. The registered manager is also aware of areas where further improvements could be made and records her plans throughout the AQAA for the homes continuous development. What are we going to do as a result of this annual service review? We are not going to change our inspection plan and will carry out a key inspection by 10th March 2011. However, we can inspect the service at any time if we have concerns about the quality of the service or safety of the people using the service. Annual Service Review Page 5 of 6 Reader Information
