If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service Garden Lodge Care Centre is a residential care home providing personal care and accommodation for up to twenty four older people and an additional twenty four older people who need support with their dementia. It is owned and managed by Southern Cross Health Care. They are a large organisation who provide health and social care services across the country. The home is located on the edge of a housing estate in the Netherley area of Liverpool. Although it is some distance away from local shops and amenities, they are easily accessible via a local bus service.
Annual Service Review Page 2 of 6 None 2 1 1 1 2 0 0 8 Garden Lodge Care Centre is a purpose built single storey building that was opened in 1992. There are two separate units in the home. One support older people and the second supports people who have dementia. The bedrooms do not have en-suite facilities, however there are sufficient bathrooms and toilets situated throughout the home to meet the needs of the people living there. Communal space within the home consists of two lounge areas on one unit and two lounges plus a separate dining room on the other unit. Central to both units is a garden area, which is well maintained. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review:
What did we do for this annual service review? We sent a self assessment form to the manager of Garden Lodge Care Centre. This provided her with the opportunity to explain the areas the home are doing well in, how they have improved in the past year and the plans they have for future improvements. We also asked for information on where the manager feels the home could do better. In addition the form requests information about staff, safety checks and polices and procedures. We also sent comment cards to some of the people living at Garden Lodge Care Centre and some of the staff who support them. This provided them with the opportunity to comment on the service the home provides if they wished to do so. We looked at any other information we have received about Garden Lodge Care Centre since our last big inspection in November 2008. Any reports they have made to us as well as any contact regarding the home that other people may have made. Together this information gave us a picture of how the home has operated within the past twelve months. What has this told us about the service? Our last inspection at Garden Lodge Care Centre found that up to date care plans were in place for the people living there and that these provided clear guidance to staff on how to support people. We also found that staff monitored peoples health and provided support and sought advice when needed. A review of the information the home have sent to us within the past twelve months evidences that they continue to monitor peoples help and obtain advice. For example where someone develops or is at risk of developing a pressure sore staff seek advice from their GP or District Nurse with regards to treatment and equipment to help the person. The self assessment form confirms that care plans continue to be reviewed regularly and that staff continue to liaise with health professionals. This all helps to ensure people get the support they need to remain as healthy as possible. We found at our last inspection in November 2008 that staff who support people with their medication receive training to do so but that recording systems around medication should be more stringent. A review of information the home have sent us within the past year evidences that where medication issues have arisen the manager takes appropriate action to seek advice and lessen the risk of them occurring again. The self assessment form also confirms that the people living there are supported to manage their own medication if they wish to do so and have an assessment in place to demonstrate they can do so safely. This supports the people living there to remain as independent as possible. Garden Lodge Care Centre employs staff to support the people living there with daily activities. This includes in house activities such as bingo and keep fit as well as outings within the local community and going to church. The people living there told us at our last visit that they are happy with the activities arranged and they feel there is a lot going on to occupy them. Annual Service Review Page 4 of 6 The self assessment form confirms that this support continues with discussions taking place at residents meetings about places of interest people would like to visit and recent in house activities including table top football, arts and crafts and gardening. It also explains that recent improvements in this area include forging links with a holiday hotel in Blackpool and increased outings within the local area. Plans for the next twelve months include themed evenings in the home, twice monthly outings and arranging transport for people to get out and about more. This all helps to ensure people are able to live a varied and interesting lifestyle and continue to take part in activities they enjoy. We found at our last visit to Garden Lodge Care Centre that information about how to raise a concern or complaint was clearly displayed. We also found that the people living there were aware of how to raise a concern and confident that they would be listened to. We identified that staff had training in recognising and dealing with complaints and safeguarding adults issues but did not always have an understanding of the wider picture and role of other agencies. In the self assessment form the manager has identified planned improvements within the next year. These include refresher training in this area for all staff along with the introduction of a diploma course for staff in safeguarding adults. A review of information we have received about Garden Lodge Care Centre in the past year shows that they identify and potential safeguarding adults issues and refer them appropriately to be investigated by the appropriate authorities. This all helps to ensure that any issues are quickly identified and can be acted upon. The self assessment form confirms that staff continue to receive training to enable them to support the people living at Garden Lodge Care Centre safely and successfully. It also confirms that systems are in place to monitor the service provided at the home, this includes in house checks and residents meetings. This all helps to check on the quality of the service being provided and to plan future improvements. A review of all of this information told us that Garden Lodge Care Centre continues to provide a good service for the people living there. What are we going to do as a result of this annual service review? Our inspection plan is not going to change. We will continue to monitor the service provided at Garden Lodge Care Centre. However we can and do inspect a care service at any time if we have concerns about the safety or quality of the service being provided. Annual Service Review Page 5 of 6 Reader Information
