We give a quality rating following a full review of the service. Annual Service Review Page 2 of 5 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we had received, or asked for, since the last key inspection and annual service review.This included: 1. The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using Gibraltar Road Nursing Home. It also gave us some numerical information about the service. 2. Information we have about how the service has managed any complaints. 3. What the staff at Gibraltar Road Nursing Home had told us about things that had happened at the service. These are called notifications and are a legal requirement. 4. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. 5. Relevant information from other organisations. 6. What other people have told us about the service. What has this told us about the service? We looked at the information in the AQAA and our judgment is that the home is still providing an excellent service and that they know what further improvements they need to make. Staff at Gibraltar Road Nursing Home sent us their annual quality assurance assessment (AQAA) when we asked for it. It was clear and gave us all the information we asked for. Information held by, and obtained by the Commission indicates that the interaction between staff and the people who live at Gibraltar Road is relaxed and friendly. The staff spend time with people, but respect their right to be left alone if they wish. Relatives say that the service provides a caring and homely environment where people are treated with respect and dignity. Visitors are welcomed to the home. Each person develops their own care plan, with support from the staff and their family. The plans clearly reflect the individuals preferences and the goals and activities they wish to pursue. The plans also show that peoples healthcare needs are understood and how each person is supported to achieve the best health they can. Changing needs are acted upon and professional advice is sought, where necessary. The nursing, support and outreach staff, all work towards supporting people to do what they want and to achieve their goals. People are protected by the organisations recruitment procedures, which are safe and thorough. There is suitable training for staff, to give them the skills and knowledge to provide good quality care and support for the people who live at the home. Information in the AQAA told us where improvements have been made to the service in the last twelve months. This includes; more comprehensive risk assessments to support people living at the home to enjoy more freedom safely; an increased choice of activities for people to participate in if they choose to do so; staff have received training about The Mental Capacity Act and Deprivation of Liberty; a training group Annual Service Review Page 3 of 5 has been established that meet monthly to pass on information about training and good practice. Over the next 12 months the service hopes to make the Person Centred Planning System become part of everyday life for the people they support and the service is working towards completing the GOLD award framework in palliative care. The service is also exploring other accredited training for staff that is relevant to the needs of the people living at the home. There is an ongoing redecoration and renewal plan in place and the home is hoping to progress with plans to build an extension, although this is dependant on sufficient fund raising. The AQAA confirms that policies and procedures are in place for dealing with complaints and protecting people, and the records held by Commission show that since the last inspection, we have not received any complaints about the home. The information supplied to the Commission within the services AQAA indicates that the manager and staff deal with complaints in the correct manner. The home continues to let us know about things that have happened since our last key inspection and they have shown that they manage issues well. They work well with us and have shown us that their service continues to provide excellent outcomes for the people who use it. What are we going to do as a result of this annual service review? Based on the information held by the Commission about this service, we have decided not to change our inspection plan. It is our intention to undertake a key inspection by 16/07/2010. However we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
