If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service The home is located in a residential area of Oakwood, north of Leeds. It is a detached building and does not look any different to the other houses within the road. People who use the service have bedrooms that are on the ground and first floor, with office space and the staff bedroom on the top floor. Personal care is provided for five people who all have a learning disability. The local healthcare team offer good support to them. The home is within walking distance of a supermarket, shops, bank and a post office and people are able to make use of these facilities. There is a car at the home to make sure the people are able to attend any appointments they have and to take them on trips out. A regular bus service to the city centre is available. At the inspection in January 2009 we were told the charges for the home are £1160 per week. Additional charges are made for hairdressing, toiletries, and holidays. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Information we have about how the service has managed any complaints or safeguarding incidents. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service. Relevant information from other organisations. Two surveys returned to us from people who receive a service and three surveys from relatives, carers or advocates of people who receive a service. What has this told us about the service? The service sent us their annual quality assurance assessment (AQAA) when we asked for it. It gave us all the numerical information we asked for. It gave us examples of what they do well, how they have improved and how they plan to improve. In the AQAA they told us, We maintain a consistent staff team at Gledhow Wood Road. The average length of time is above seven years, which ensures consistency of support. We are pro-active in arranging medical appointments and where necessary get the medical professionals to some and visit the supported individuals. We provide a homely, friendly and safe place for people to live. At the inspection in January 2009, we made a requirement that the administration of creams and ointments must be recorded and directions for use must be recorded. In the AQAA the deputy manager told us they have introduced health booklets for each person they support and their plans for improvement include continuing to remind staff of the importance of communicating and logging all relevant information regarding peoples health. Surveys from people who receive a service told us they are satisfied with the service they receive. They said staff always treat them well and listen and act on what they say. They told us they can do what they want during the day and know who to speak to if they are not happy and how to make a complaint. One survey had comments about what the home does well and said, Makes me nice things to eat and the staff take me to the cafes I like. I went on holiday and really enjoyed myself. Annual Service Review Page 4 of 6 The relative, carer and advocate surveys told us the care service always or usually meets the needs of people who receive a service and they are supported to live the life they choose. The surveys told us the care workers always or usually have the right skills and experience to look after people properly and the care service usually gives the support and care they expect. Additional comments provided us with mixed feedback. One person said, Gledhow do a good job with (name of person) on the whole and any problems are usually down to staffing issues. We feel there should be more staff to help the present staff, which can only result in positives as current staff would not be pressured. Another person said, One or two members of staff do not take into consideration the individuality of each person but tend to treat them all the same. Another person did not raise any concerns and said, Staff at Gledhow Wood Road treat service users as individuals, trying to help and encourage them to follow their interests on a 1-1 basis. They show respect to clients in the way they treat and talk to them. In the AQAA, the deputy manager told us the home has had problems with staff sickness. They are monitoring this and although still quite high sickness has improved. They said their plans for improvement in the next twelve months include ensuring staffing levels are always adequate to provide meaningful community based activities. We contacted the home and asked about staffing. The acting manager told us staffing levels have improved and are no longer a problem. He said they make sure a driver is on each shift so people can access the community. He was not aware of any previous comments about people not being treated as individuals and felt the home worked hard to make sure the care provided is person centred. He gave assurance that any issues with staff practices or attitudes would always be dealt with appropriately and addressed during supervision. In November 2009, we received a notification that the registered manager was absent. We spoke to the area manager who informed us the registered manager is retiring at the end of March. They have recruited a new manager who will commence at the beginning of April and submit a registered managers application. The service has let us know about some things that have happened since our last key inspection and they have shown that they have managed issues satisfactorily. What are we going to do as a result of this annual service review? The completion of the annual service review has not changed our view of the quality rating of this service therefore we are not planning to inspect this service before 21st January 2012. However we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
