What the care home does well The service has demonstrated that they have been able to meet the identified needs of the person they had admitted with mental health needs. What the care home could do better: A management review has been undertaken and the documentary evidence has been reviewed by senior managers within the Care Quality Commission. A decision has been made that in this situation the social needs of the person outweigh their other needs. The Care Quality Commission is therefore not going to take further action in pursuing the offence along the enforcement pathway. The provider needs to be mindful that the home is not registered for admissions of people with mental health care needs. The provider needs to ensure that the assessment process is more robust and information is gained from Healthcare professionals to identify illnesses that may prohibitadmission under the present registration category at the home. Staff need to have training in meeting the needs of the person with mental health needs to manage ongoing support in the future. Random inspection report

The purpose of this inspection was to investigate whether the Registered Provider and Registered Manager had admitted a person into the home for a category for which they are not registered. As part of the inspection we issued a code B notice and seized documents as evidence as to whether an offence had been committed under The Care Standards Act 2000 Part II section 24. We reviewed the admission process for one person admitted into the home. The assessment states that the person did have a depression. There was no evidence in the initial assessment of a community psychiatric nurse involvement or the extent of the illness. A care plan was in place with support risk assessments for mobility, falls and pressure area care which were all low risk. The assessment identified that the individual was being supported by family until due to illness they could not provide the support and for this reason the admission was seen by the provider as being for social reasons. It was evident that the person was low in mood and was anxious about taking part in social activities. On admission there was a need for night medication due to sleeping issues caused by the depression. The file provided evidence that the person had settled in well and was now integrating well with others at the home. Night time medication is now only taken if required. On reviewing the medication administration records we found that the person had not required this for many weeks. Staff stated that they were fully aware of the persons needs but felt confident in meeting them in the long term. Staff at the home have not received training in working with people with mental health care needs. Training records also support this fact. Records of a meeting completed by the manager indicates that the Community Psychiatric Nurse had found considerable improvement of the persons mental health since they had seen them last and being in the home. They considered that the support they were receiving was positive and beneficial. What the care home does well: What they could do better:
