Hafod Nursing Home provides general nursing care for up to 29 people. The Home is not registered to provide care for people who suffer with dementia. Four rooms are contracted by the Primary Care Trust for the provision of interim care. The Home comprises of two converted houses within a residential area that have been adapted for it`s current use and is located close to Sutton Coldfield town centre. There is good022010 access to local bus and rail links and it is within 5 -10 minutes walking distance of the town centre. There is off road parking at the front of the building for six cars. There is a choice of seating and dining areas located on the ground floor. There is a mixture of single and shared rooms located on both floors and with the exception of one bedroom, all have en suite. There is a passenger lift for people to access both floors and a large well-established secure garden situated to the rear of the premises, which is suitable for wheelchair users. There is a no smoking policy within the home however smoking is permitted within the garden area. There is a notice board on entering the home, which displays a range of information for people living in the home and their visitors. A service user guide was available but this did not include information about the current fee rates. This information can be requested from the home. Additional costs include dry cleaning, hairdressing, chiropody and newspapers. A copy of the previous inspection report was available in the reception area of the Home for anyone interested to refer to.

What the care home does well This is a random inspection and therefore not all of the core standards were assessed. The three previous requirements have been met as detailed in the report. This should improve the outcomes for people living there. Pre admission assessments have been improved so the home knows peoples needs can be met prior to admission. Although some improvements have been made further developments are needed to ensure the home is run in the best interest of the people living there. Care plans could be further developed so specific details are included ensuring needs are met in full. Systems should be in place to ensure people personal property is safeguarded. Care Homes for Older People Page 3 of 10 What we found: The focus of the inspections undertaken by the Care Quality commission (CQC) is upon outcomes for people who live in the home and their views of the service provided. This process considers the care homes capacity to meet regulatory requirements, minimum standards of practice and focuses on aspects of service provision that need further development. We did a random inspection on 4th February 2010 and a key inspection on 29th October 2009. This random visit was undertaken by one inspector over four hours. The inspector was accompanied by a CQC commissioner. There were 25 people living there. The home did not know we would be visiting that day. The reason for this visit was to check compliance with the requirements made at the last random inspection. During this visit we looked at pre admission assessments, care plans, daily records and staff rotas. We spoke to the manager a nurse and two care staff. We met a number of the people living in the home and observed care practices and staff interactions in communal areas. We spoke to one relative and eight people living there. These are our findings. We looked at three peoples care files. These are individual care plans about what the person is able to do independently and what support is required from staff in order for the person to meet their needs. We found that the care plans identified information about the persons likes and dislikes so that staff could meet their needs in a way that they preferred. We acknowledge that improvements had been made to the care plans so that staff have the information they need to meet peoples individual needs. These could be further developed. Guidelines were in place for a person who had difficulty swallowing and was on a soft diet. However information had not been recorded on the further actions part of the care plan stating what actions the home had taken to reduce any risks of choking, however the staff could tell us what they were doing. A risk assessment for the use of bed rails needed signing agreeing to the restrictions in place. We observed a person being moved by two staff members using a hoist. Staff took their time and did not rush the person who became a bit agitated when sitting in the sling. However we did not hear the staff verbally reassure the person which may of helped to alleviate some of the anxiety. Peoples personal property records had not always been completed upon admission which may mean their property is not protected. A relative told us I visit my relative daily I am pleased with the care Moving and handling assessments had detail about the equipment to use and the sling size. However assessments for the use of wheelchairs did not include when posture belts should be used for individuals which could lead to people not being supported safely and in accordance with wheelchair manufacture guidelines. We looked at the rota to ensure that adequate staffing levels are in place to meet peoples individual needs. The manager told us that some new staff had recently been recruited. Both night nurses posts were vacant but these have now been appointed to and staff are due to start soon. Staffing levels are being reviewed by the manager to ensure adequate staffing at all times. The home employs some staff who are students on a work visa. Paper work in place states that they can work 20 hours and are on 15 hour placement. When we looked at the rota the staff were working three or four days each week and also doing double shifts and night shifts. There was no indication on the rota of what was working and what was placement time. The manager said any learning would be done in any spare time they had when on shift. It was therefore difficult to ascertain how the homes is meeting the United kingdom Border Agency requirements. (UKBA) Staff told us Feel things are improving We have done some training recently There has been a lot of staff changes The manager is approachable We looked around some parts of the home. One of the double bedrooms has restricted access into it and we asked if we could look at this room. The room is located at a angle off a landing with steps leading to it. The manager told us that the two people that currently live in the room were consulted with before moving into the room. The manager agreed that a criteria would be in place for any future admissions to the room ensuring that peoples individual needs can be met. A stair gate was in use at the top of a stair case. The manager said it was no longer needed and it would be removed. What the care home does well: This is a random inspection and therefore not all of the core standards were assessed. Consideration should be given to training staff on how they communicate with people when giving care.
