If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service Hamer Cottage provides care to 13 adults to enable them to develop skills to lead an alcohol free lifestyle and the home adheres to the dry rule. The project is housed in a listed building, which has been adapted to provide 13 single rooms. It is located approximately one mile from Rochdale centre, on the main road to Littleborough. It is close to shops, bus stops and a post office. As the house is a listed building, certain alterations cannot be made i.e. the front door is accessed via four steps (although handrails have been provided to each side) and a lift is not provided. The accommodation is therefore unsuitable for anyone with mobility or breathing difficulties. This information is included in the statement of purpose and service user guide. A garden and private car park are not provided, although a number of

What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection. This included: - The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well the service feels it is meeting the outcomes for the residents. It also gave us some factual information about the service. - Discussions with the registered manager. - Survey information from people using the service and members of staff. - Information that we have about how many complaints the service has had, and how the service manages them. - What the service has told us about other things that have happened in the service, such as any incidents or allegations of abuse. - The results of the last key inspection in February 2008 and the last Annual Service Review in January 2009. What has this told us about the service? The service sent us their AQAA when we asked for it. It was clear and gave us all the information that we asked for. It also informed us that the service users lead busy and active lives whilst living at Hamer Cottage, taking part in varied and fulfilling activities and trips out that enabled them to be part of the community and were also part of their therapeutic programme. However only one service user returned a completed survey questionnaire for this ASR, and though this questionnaire was positive in its views about Hamer Cottage, the information in the AQAA about life in the home and routines could not be generally confirmed. We spoke to the manager to clarify a few matters in the AQAA and are confident that these will be addressed if needed after seeking further information and guidance, such as which events/incidents of which the commission should be notified and the maintenance and servicing of the heating system. The AQAA also indicated a few areas where the management felt the service could improve, and this assured us that the service could be left to develop and improve without intervention from the commission. The AQAA told us that Hamer Cottage had not had any complaints or concerns made in the last 12 months. The commission also had not received any concerns or complaints. The AQAA told us that about 50 of the care staff had a National Vocational Qualification relevant to those working in care, and the manager also told us that staff Annual Service Review Page 4 of 6 were qualified and experienced in the field of work undertaken at Hamer Cottage, for example staff either had or were studying for a counselling qualification. The staff training opportunities were confirmed in the 2 staff questionnaires that we received which indicated that new staff had a thorough induction, and that the subsequent ongoing training assisted them in providing a good service, and in understanding service users individual needs. This information demonstrated that people were looked after by suitable and competent staff. The 2 staff also said they felt supported by the management in the home. All this information has enabled us to conclude that the service is still providing an excellent service for people living there. What are we going to do as a result of this annual service review? We are not going to change our inspection plan but the Care Quality Commission will continue to monitor information about this service and will carry out an inspection if and when required.
