The home provides a service for 14 people with learning disabilities and is situated within a residential area of Northampton. The home is divided into three properties situated in the same street. Two of the properties are adjacent and have been tastefully converted into one property, which is home to 11 service users. A further 3 service users live in a smaller property a few doors away in the street. The properties blend in well with the surrounding houses in the area. Shops and other community facilities are close by. 12 service users are accommodated in single rooms and two in a double bedroom. The lounges, dining room and kitchen are freely accessible to all the residents. Fee levels differ according to needs of service users. The current fees range from 3 455:00 per week to £1249:00 with additional charges for holidays, some transport and personal items such as clothing and toiletries. The service provides information to the people who use the service such as the Commission for Social Care Inspection reports and these are displayed in the home.

Annual Service Review Page 2 of 6 None Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? Please note that within this report there may be reference to the Commission for Social Care Inspection (CSCI) and also the Care Quality Commission. From 1 April 2009 the duties of CSCI were taken over by the Care Quality Commission, the new independent regulator of all health and adult social care in England. We looked at information received since the last key inspection which took place on 15th July 2008. This included: The annual quality assurance self assessment (AQAA) that was requested and sent to us in May 2009. The AQAA provides the service with an opportunity to consider and tell us how well they are doing in meeting the National Minimum Standards for older people, which focus on outcomes for people who use the service. It also provides an opportunity for the service to inform us of the areas that need improving and of the action they are taking to achieve this. We reviewed information received such as any concerns, complaints and allegations. We also looked at information received from Hastings Lodge who are legally required to notify us of accidents, incidents and events that affect the well being of people who use the service. What has this told us about the service? The annual quality assurance self assessment (AQAA) was forwarded to us when we asked for it demonstrating an understanding of the importance of co-operating with regulatory requirements. The AQAA provides good detailed information about what the service does well, what has improved, what they could do better and how they plan to improve. This indicates an ability to review the quality of care and the information demonstrates that outcomes for people who use the service are the focus. The AQAA confirms that advice and requirements made at the last inspection have been looked at in a positive way and have been used to make improvements to the service. For example, advice was given at the last inspection about having information available in formats that are accessible to people who use the service. The AQAA tells us that the service user handbook and service user agreements have been provided in user friendly formats. It also tells us about other improvements which have occurred as a result of listening to people, such as the reorganisation of daily activities and occupational sessions as a result of changes to peoples day care services. Th AQAA gives us examples of how individuals have been supported in difficult personal circumstances with consideration given to their views and emotional well being. The Care Quality Commission or its predecessor organisation the Commission for Social Care Inspection have received no complaints about the service since the last review. It is important that people are able to raise any concerns so that they can be addressed and improvements made. The AQAA tells us that people are continually reminded about the complaints procedure and that efforts are made to deal with any issues on a day to day basis. Annual Service Review Page 4 of 6 The AQAA tells us that there is a good programme of staff training, which takes account of changes to legislation, such as the Mental Capacity Act 2005 and the Deprivation of Liberties Safeguards. A section of the AQAA which asks for dates that equipment was last serviced has two missing entries. We will request this additional information to confirm that all of the equipment has been serviced regularly. There has been no change of registered manager since the last inspection and no concerns have been raised with us about the management of the service. We looked at information that the service are legally required to notify us of, such as any deaths, accidents, incidents and events that affect the well being of people who use the service and have found that we have been notified of such events. What are we going to do as a result of this annual service review? The rating for this service given in July 2008 is 2* good which means that we would carry out a key inspection before July 2010. We are not going to change our scheduled inspection plan on the basis of the information we have currently about the service. We will continue to review information received about the service and will take this into account when planning a date for inspection.
