We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Surveys returned to us by people using the service and from other people with an interest in the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. Relevant information from other organisations. What other people have told us about the service. What has this told us about the service? The home sent us their annual quality assurance assessment (AQAA) when we asked for it. It was clear and gave us all the information we asked for. We looked at the information in the AQAA and our judgement is that the home is still providing a good service and that they know what further improvements they need to make. For example they have identified a need to employ more male staff as the majority of the clients at Herbert House are male. Another area identified for improvement relates to supporting more individuals to self medicate, which is ongoing and depends on the individual at the time. Within the AQAA the manager told us what the home does well, All service users have their own individual recovery plan which is created with the client pin pointing the areas the service user needs to work on reflecting choice, These are reviewed on a monthly basis, or sooner if needed, service users review notes are an accurate record of decisions and discussions made. At the previous inspection a statutory requirement was made which related to the safe storage of medicines within the home. They told us, We now have a more professional medication room with a new medication cabinet. This ensures that the medication is administered safely and without error. All staff achieved accredited training on safe handling of medication. They told us about their plans for the future We will continue to set quality audit targets that demonstrate an increase of independent living skills and recovery focus currently our audit trail is in consistent. We will strive to facilitate the maximum use of peer support to enable service users to support their own and others recovery path enabling good practise and shared experiences. We will link to national targets for the Personalisation agenda and direct payments to help clients to sustain support pending move on, this is currently not planned in a co-coordinated way. The service manager will work to explore housing opportunities to expand independent living skills. The Annual Service Review Page 3 of 5 recovery Star Model needs continued evaluation and a consistent approach to its application. We will plan to regularly review and seek guidance to establish a Recovery Lead. We were told how equality and diversity are promoted by the service. We have recently nominated a staff member to become our local diversity and equality lead. We plan to invite the Wilts Racial Equality Council to come and meet and present to both service users and staff. Within the AQAA it states that the home has received three complaints, which were upheld, since the last inspection. One safeguarding referral has been made in the last twelve months, following local protocols. The service continues to let us know about things that have happened since our last key inspection and they have shown that they have managed issues well. They work well with us and have shown us that their service continues to provide good outcomes for the people who use it. What are we going to do as a result of this annual service review? Subject to any changes in registration and inspection practice following implementation of the Health and Social Care Act 2008, our current plan is to do a key inspection in 2011. However we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
