At the time of the visit there were nine residents in the home, one was attending a hospital appointment. The home is a large detached house in the centre of Chislehurst High Street. There are three floors and bedrooms are located over two floors. There are two sitting areas and a separate dining facility. There is a dedicated smoking room. There is parking to the front of the building. The service is for those residents who have long-term mental health problems. The majority of the residents22009 are now in their later years Staffing is provided throughout the 24-hour period including waking night staff. The fees for this home are made up of GBP 361.61 Local Authority contribution and GBP98.60 from the resident.

What the care home does well The residents appeared amenable and relaxed and responding to the new approaches being provided for them. Undoubtedly the home has made significant improvements and a clear plan of improvement is in place. There is a very real effort to improve the quality of life for residents, some of whom have had extensive institutional backgrounds. There is now three staff on every shift and the manager has developed a comprehensive and detailed staff handover sheet with the focus on maintaining the action plan, highlighting any areas of risk through a 24 hour period. The handover sheet includes checking temperatures, food, cleanliness and personal care needs for those and any medical factors that may have to be addressed on the day. The document addresses issues through a 24 hour period. There have been no safeguarding referrals since the new manager has come into post. Although not yet registered the manager is currently making application to the Commission once she is confirmed in post. The home now provides a cleaner more comfortable environment and although there are two permanent staff vacancies, the manager now has a deputy appointed and regular bank/agency staff support who have knowledge of the residents. The appointment of the permanent cleaner has been delayed by the slowness of receiving a CRB check. There are now varied menus and the kitchen has become a more workable, clean and well ordered place. What the care home could do better: Although the new manager has made a significant and positive input to the home raising its standard, there are still elements that need to be developed i.e. continued development of the staff group and ensuring a more person centered approach to delivering care building on the quality of life improvements that are currently being developed. Environmental changes will need to be maintained to stop the fabric of the property deteriorating. Vinyl flooring in the bathroom and toilets merit replacement and the standard of threshold bars where carpeting joins alternative flooring need to be reviewed to ensure that the home is made safer and cleaner and continues to be refurbished to a higher standard. Care Homes for Adults (18-65 years) Page 3 of 8 What we found: This inspection was carried out on 28 June 2010 and the reason for it was to establish whether the requirements outstanding from the last inspection in December 2009 had been met and to measure the progress made during the previous six months. Following this random inspection the Inspector believes all the previous requirements have now been met. During the course of the inspection, the inspector spoke with the new manager of the home and two residents and there was a tour of the premises and discussion regarding compliance of the service in relation to the previous requirements. The inspector found that there had been significant progress made since the previous key inspection in December 2009. A new manager was now in post, Mrs Hilda Chang. She had been in post since February of this year. She had engaged with the outcome of the last report and produced her own action plan which addressed the requirements of the previous inspectors report in detail. Currently the home is registered for ten elderly persons suffering with mental health conditions. There is one person in hospital so there were 9 residents currently accommodated in the home.
