Highbeech is a care home registered to provide support and care for 27 older people with a dementia type illness. It is owned by Galleon Care Homes, which was purchased in April 2008 and became part of Titleworth Healthcare Ltd Group along with the two sister care homes within East Sussex. The home is situated in a quiet residential area of Bexhill-on-Sea close to local shops, churches, pubs and other community facilities. The building was refurbished approximately five years ago and is purposely designed and planned for older people. It provides well-decorated, spacious and bright accommodation. Residents` bedrooms are located over three floors, with the dining room and lounge on the lower ground floor. A shaft lift is provided which enables Over 65 027 residents to access all floors. The home comprises of 21 single bedrooms and three shared. There is a large garden and patio to the rear of the property, which is well maintained and accessible to residents when the weather permits. Copies of inspection reports and the homes Statement of Purpose are made available on request. Fees charged as from 1 April 2008 range from £400 to £485, which does not include toiletries. Additional charges are made for hairdressing, chiropody, newspapers and outside activities such as visits to the theatre. Intermediate care is not provided.

Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection, that was completed on the 8 October 2008. This included; The Annual Quality Assurance Assessment (AQAA) that is completed by the service and focuses on how well outcomes are being met for people using the service, this was well completed and was provided when requested. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. Relevant information from other organisations including Social Services and visiting health care professionals. The registered manager was also contacted by telephone on the day of the Annual Service Review for up to date information on the service, and confirmation on how the home had responded to the requirements made at the last key inspection. What has this told us about the service? The home sent us their annual quality assurance assessment (AQAA) when we asked for it. This provided information on the service that included numerical information that was requested. The AQAA was well completed by the registered manager and identified areas that have improved in the last year, and others where further developments are either planned or would benefit residents. The last key inspection was completed in October 2008 and was positive with regard to resident care, with outcomes being judged as good. Three requirements were made following this inspection. The AQAA and contact with the registered manager confirmed that every new resident is provided with a confirmation that the home can meet their needs before they are admitted. In most cases, as a result of the residents mental disposition this is provided to the relative of the prospective resident. All residents needs are reflected within the plan of care, and these are regularly discussed with the resident, or more often their representatives. In addition a planned redecoration programme has been completed. The contents of the AQAA recorded that the home has the required safety checks, and servicing is completed on all its equipment and services. The manager also confirmed that the electrical circuit safety check is to be completed this year. The AQAA recorded that two complaints had been received by the home since the last inspection. These were related to standard of decoration in the home. These complaints have been responded to and resolved, with a completed redecoration and furniture replacement programme. Complaints are taken seriously and responded to in a positive way, and are used to improve the service. No safeguarding alerts have been raised. The AQAA recorded that the home responds to residents and relatives views with Annual Service Review Page 4 of 6 improved decoration of the home, and the provision of a flat screened television. The activities in the home have also been developed and become more person centred, with an individual request to attend church being supported with the provision of an escort and transport. The manager confirmed that she felt well supported by the provider and that a good level of supervision was being provided. Contact with other homes in the oranisation is also being encouraged facilitating a level of peer support. She also confirmed there is a commitment to ongoing staff training. The information provided by the home confirmed our judgment that the home continues to provide a good service. What are we going to do as a result of this annual service review? There will be no change to the inspection schedule and the Care Quality Commission will do a key inspection by 8 October 2010. However, we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
