Holmlea is a purpose built home. It provides a domestic living environment for five adults with learning difficulties who have sensory and physical impairments (deaf/blind). The communal and bedroom accommodation for service users are located on the ground floor. There are five single rooms on the ground floor, each of which has a joint shared full en suite facility. There is access for wheelchairs in all parts of the home. The accommodation is of a high quality, which enables residents the opportunity to lead fulfilled lives. What the care home does well The service is based in a domestic style of property and on the day of our visit it was clean and well equipped. All the staff we spoke to were aware of the need to treat the people living there with dignity and respect, and they told some of the things that are done within the home to ensure it runs in the interests of the residents living there. Staff are well trained and supported by a strong management team and the service has a clear person centred focus and the AQAA showed how the likes of individuals are supported wherever possible, for example, although deaf and blind, one resident enjoys the theatre and the service have arranged with the theatre in Norwich to accommodate them in a special room equipped with sensory aids and large speakers which allow the person to experience some of the sounds and vibrations and which they clearly enjoy. The AQAA also showed how the service listens to people living in the home, supporting them with advocacy services where needed, and how choices are offered to the residents in all areas of their lives. What the care home could do better: The service continues to provide a high level of support, and no significant issues were found. As discussed earlier, the new manger of the service confirmed an application fro registration will be submitted to the commission shortly. Care Homes for Adults (18-65 years) Page 3 of 8 What we found: The service submitted an Annual Quality Assurance Assessment in March 2010, giving us some good information about the service. Since this was submitted the registered manager of the home, who completed the AQAA has left, and a new manager been appointed. The new manager was not available on the day of our visit, but we spoke to them subsequently and understand that an application for registration will be submitted to the commission shortly. During the visit we spoke with three staff members, who were able to tell us about the service, and how it is run. We also looked at care plans for two of the five residents living in the home. We were told that all five have lived together at Holmlea since it opened. Although no changes to the group of people living in the home are expected, procedures are in place to manage any new admission and these were described in the AQAA. Information is available to people living in the home in a format suited to their individual needs including pictorial, large print, audio and braille versions of the service user guide. We looked at the individual care plans for two of the residents, and these provided comprehensive information about the individual concerned, with strategies in place to deal with issues that may arise. We discussed with the staff present the training that they had received, and this was clearly focused on the needs of the residents as well as the required training, for example all have regular training to manage epilepsy, which affects several residents. The staff working on the day of our visit told about the activities that are arranged for the residents, which include individual and group activities arranged to meet both educational and leisure requirements. The AQAA also detailed the activities available, and plans for the future. Activities include bowling, swimming, theatre trips and shopping and educational programmes including communication and arts and crafts. The three staff members that we spoke to told us of the training that they have received in the past year, including an intensive induction programme that one of them is currently undertaking, and confirmed that they receive excellent support from the service with regular supervision. They also confirmed that this is being continued by the new manager. Training that has been undertaken included safeguarding, moving and handling, epilepsy, medication training, communication and sign language, sexual awareness, issues affecting people who are deaf or blind, food hygiene and first aid. Much of the training is provided by the organisation from their regional office. The service continues to ensure that the commission are notified of any significant events in the home. The new manager spoke of her intention to improve staffing levels, and has already started a recruitment drive. At the present time the home appeared suitably staffed, but Care Homes for Adults (18-65 years) Page 4 of 8 additional staff will increase the amount of individual time available.
