What the care home does well Ismeer is an established home with a relaxed, easygoing atmosphere. Residents have told us that they are satisfied with the level of care provided What the care home could do better: It is important that wheelchairs are used correctly at all times. Should footrests be left unattached for a specific reason this should be covered by an up to date risk assessment. Date of last inspection Brief description of the care home Ismeer is a comfortable, tastefully decorated, extended detached property situated within walking distance of the village of Gorran Haven. The home is registered to provide care for 27 older people in need of personal care. Residents? accommodation is currently located on three floors. Each floor is serviced by a stair lift. Page 2 of 8 Brief description of the care home rooms are available all rooms are presently used for single occupancy. All bedrooms have washbasins and many have separate en-suite facilities. The property has spacious, well-tended landscaped gardens that over look the bay of St Austell and adequate parking facilities. Fees for care at Ismeer range from #300 - #365 per week. This was a random unannounced inspection. The purpose of the inspection was to focus on specific key national minimum standards as identified following concerns raised. The role of the CSCI is to determine if a breach of regulation has occurred. We were on the premises for two hours. The methods used were discussion with the manager, staff, and residents, inspection of records and documents, observation of the daily life of the home and inspection of the premises. We are grateful to the providers, staff and residents for their assistance in completing the inspection. We toured the building, visiting all areas to include at least 60 per cent of the residents bedrooms. The premises were well presented , clean and tidy and free from any unpleasant odours. It was noted that that improvements have been made since the last inspection in June 2008. New carpets have been laid to hallways and several rooms have been redecorated. Further redecoration is planned. During the course of the inspection we found no medication left out in residents rooms, nor in any other part of the building. The storage of medication was inspected. It was found that all medication was correctly stored within the designated locked cabinets which are sited in a locked room. The midday meal, which was in progress at the time of the visit was roast beef with alternatives provided. There was a choice of six different deserts all of which looked most appetising. Staff were seen to be attentive throughout this period assisting residents as required. We discussed the fact that some wheelchairs did not have footrests. The manager stated that in every occasion foot rests are attached when the chairs are used outside the building. They are sometimes left off inside the building as a precaution against skin tears of the residents using them. We recommend that in these instances, risk assessments are documented. There were four care assistants on duty. We spoke with three of them plus the duty cook. All staff assured us that the home was working well and that a good team spirit existed. We were told that that since the departure of certain staff, the working environment had greatly improved. There were no complaints against the manager and staff felt supported by her. Evidence was presented to indicate that staff supervision occurs. The residents spoken with confirmed that were well cared for and had no specific complaints. The manager informed us of a recent incident involving theft from a resident. This matter is being dealt with by the police. The CSCI was not informed of this incident. You are reminded that all occurrences that adversely affect the welfare of residents must be notified to the CSCI. Regulation 37 applies.
