Jack Howarth House is situated at the top of a steep hill in a residential area of Oxford. The home is registered for nine people with a physical impairment. The home has only seven residents at present. The ground floor is fully accessible for people who use a wheelchair, has a spacious lounge, dining room and kitchen with views over a golf course. Residents have their own bedroom. All bedrooms bar one would not meet the minimum standard for room sizes if registered now. The home however makes the best use of them and they are all personalised to the residents taste. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, from the home since the last key inspection. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. It also provides information we have about how the service has managed any complaints and what the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection has been taken into account and the results of any other visits that we have made to the service in the last 12 months. We have included relevant information from other organisations where this is available. What has this told us about the service? The home sent us their annual quality assurance assessment (AQAA) when we asked for it. It was clear and gave us all the information we asked for. We looked at the information in the AQAA and our judgement is that the home is still providing a good service and that they know what further improvements they need to make. People living in the home have told us in the past that are happy there. The home continues to let us know about things that have happened since our last key inspection and they have shown that they have managed issues well. They work well with us and have shown us that their service continues to provide good outcomes for the people who use it. Since the last inspection the home have informed us that they have made changes to the fabric of the home by the provision of new carpets, flooring in the main hallways to accommodate wheelchair users. A large screen plasma television has been bought for the lounge to make viewing easier for those who have difficulty seeing a smaller screen. The home have employed a full time activities co-ordinator to enable more planned activities to take place during the week and to establish on a one to one basis if the activities meet the needs of the residents. The home have employed a full time cleaner to free up care staff time to be spent with residents. The home recognises that it is in need of transition and as part of a three year plan the home is in consultation with a housing association, service users, their families and representatives. Regular meetings are being held and the results of the consultations will be incorporated into the final model. The home holds regular training for its staff to ensure awareness of Equality and Diversity issues and have recently held a week long awareness campaign involving community members and the local residents association. This was so successful that they are planning to run it on a yearly basis. Feedback from residents has resulted in the home providing female to female carers. Two service users now have independent advocates. The home have highlighted potential barriers to further improvement as being utilising bed space and optimising their financial return. They are looking to overcome these issues by looking at the possibility of letting out vacant beds for short stay accommodation. The above information has led us to believe that the home is maintaining its Good rating. Annual Service Review Page 4 of 6 What are we going to do as a result of this annual service review? We are not going to change our inspection plan, and will do a key inspection by October 2010. However we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
