What the care home does well The management are careful about admitting people they know they can care for and who will fit in with other residents. People had good care plans in place and were well nourished and health and personal care was being delivered appropriately. There were suitable activities on offer and peoples` spiritual and cultural needs were very well met. We judged that there was nothing abusive in this service and that people could speak up and make their concerns or complaints known. This house continues to provide people with a comfortable environment that is furnished and fitted to an excellent standard. The house was clean and orderly on the day of the visit. The staff team are suitably trained and treat people with respect. Recruitment is done appropriately. Good management systems are in operation and the manager was in the process of reviewing all her policies and procedures. People in the home and their visitors told us that they judged the service to be: "Excellent...we are very comfortable here and live together as brothers and sisters. I find this to be very comforting as my beliefs are the most important thing in my life...I would not wish to be anywhere else...". This was not an in-depth inspection but we took an overview of the way the home was operating. We found no reason to change our opinion of this service and judged that people who live in Jah-Jireh receive excellent care and services. What the care home could do better: There was nothing of concern seen on the day and we have received no concerns about the care and services. We asked the manager to encourage staff to write a few more details in the daily notes and she agreed that some entries needed to have a little more information and she would do this. Care Homes for Older People Page 3 of 9 What we found: We (The Commission for Social Care Inspection) made an unannounced visit to the home on Saturday 31st January 2009. This was a random visit made to test the assessment of the home as an excellent service. The visit started around 10:30 in the morning and lasted for four hours. We spoke to the manager and to another member of the Hindmoor family who is involved in the home, we spent a little time with staff asking them about their work. We had coffee with some of the residents in the lounge and we spoke to one or two people on their own. We also met two visitors and a volunteer from the congregation of the Kingdom Hall. We walked around the ground floor of the home and checked on the bedrooms, kitchen, laundry, lounge and dining room. We read care plans and daily notes; checked on health, safety and maintenance records; saw staff rosters and a staff personnel file. The service is careful about admitting new people. They are aware that they may not have the resources to take people with complex needs. The manager said that sometimes that was difficult because they felt committed to providing care for people who are also Jehovahs Witnesses. We met a number of people during our visit. They were all well groomed and lively. People were keen to talk about their lives and their beliefs. They said that they received good levels of care and got every attention to their health and personal care needs. The files showed that people were given good levels of personal care and good health care support. All the care plans we saw were up to date and suitably detailed. One person explained how the members of the management team had helped him with a worrying health problem. Another persons file showed that they had good levels of support from a specialist nurse. Several people spoke about the recent death of a resident and how well the staff had looked after him. On the day of the inspection there had been an unexpected death and the staff team and the manager behaved in a calm way so that the other residents would not be alarmed. They managed their own feelings in a very professional manner and gave good levels of care to people. We were told that the home continues with regular study groups. People said how important their reading, study and discussion groups were to them. Frailer people told us that they could still participate because the Kingdom Hall is right next door and is linked by a CCTV system. They said that they read, watched TV and some people went out to visit people in the community to spread the word about their beliefs. We learned that people go out individually with staff or with volunteers and one of the female residents said it was nice to be able to go out clothes shopping. On the day of our visit a volunteer was arranging for one person to spend some time with his original congregation in Workington. The visitors book had lots of entries and visitors on the Care Homes for Older People Page 4 of 9 day said they were made very welcome. Some people go on holiday with their families. People in this home are supported in attending local and national church events. We could see that the staff in this home, who are also Jehovahs Witnesses, respect these older people and their knowledge and depth of belief. Several files had very good life histories that showed the role people had played (and continue to play) in the work of the Kingdom Hall. Staff treated people with kindness, affection and patience. People told us that the meals in the home were of a very high standard. Lunch was homemade soup, sandwiches, fruit and home baking. Dinner is served early evening and everything is made from scratch. We saw good stores of high quality food in the kitchen. Eggs are free range, the staff use fresh vegetables and salad, there was fresh fruit on offer and people could have real coffee There had been no complaints about the home and no allegations of abuse. We asked people about this and they said that they would go to the staff or the manager or other members of the Hindmoor family if something was wrong. They also said they could talk to anyone in the congregation. The volunteer visitor said that the local congregation had close ties with the home and had no concerns about the way the care was delivered and they felt that if something was wrong people would speak up. People told us there was nothing untoward happening in the home. We found the building to be neat, fresh and clean. The garden was well maintained. People told us they were comfortable in their own rooms and that the shared areas were well used as people liked to spend time together. Our walk around the ground floor of the building showed us that staff are very aware of how to prevent cross infection. We saw a copy of the most recent rosters and the manager discussed the last recruitment of staff. We saw the paperwork for this. These arrangements for staffing the home were in order. We also saw a record of training completed and spoke to the manager about her training plan for this year. Staff said they had received suitable training. All of the systems in the home were running smoothly on the day of the visit. The manager showed us her updates to her policies and procedures. We had evidence on the day showing that care and services are being suitably managed.
