Keys Hill Park was registered as a care home in July 2008 to accommodate up to 36 people with Learning Disabilities, or who have a Mental Disorder. The service was puroposely developed in 2008. Keys Hill Park consists of eleven separate domestic properties. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, after we asked for, since the last key inspection. This included: - The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. -What the service has told us about things that have happened in the service, these are called notificationsand are a legal requirement. -The previous key inspection and the results. -Communication we had with the home and the providers since the last inspection. -We conducted a survey and 15 questionnaires were returned with comments, 8 from the users of the service, 3 from staff and 4 from relatives. What has this told us about the service? The home continued to provide good care to its service users. The home housed 11 people, 4 female and 7 male. Forty staff members managed to respond to the needs of residents and ensure good level of care. The staffing gender structure appropriately corresponded to the users, structure, so 21 male and 19 female carers looked after and supported service users. Their AQAA, a self assessment, provided most information for this report and stated: Our site is divided into individual houses with three or four residents in each, (maximum), have a lot of informal opportunities for residents to voice their opinions and their concerns. In some cases there is one to one in a house or two to one. We have developed a new pre-admission procedure to improve our assessment process. This process will apply to both the main project and the Beechlands eating disorder project and includes a checklist for Deprivation of Liberty issues. We are clear about the support needs we can offer and have refused a number of potential residents whom we deemed unsuitable for Keys Hill Park. We now produce a one page care summary for the front of each care file so that new staff or staff who do not usually work on a particular house can see, at a glance, the key issues they need to know about each resident. We make sure we talk to and involve residents when reviewing support plans and risk assessments via regular informal discussion, (on a daily basis in everything they do) and try to give lots of reassurance and support. We have introduced a stock control monitoring system for medication in each house which is separate to the MAR sheets. The home also informed us that the staff completed Mental Capacity and Deprivation of Liberty safeguards courses, thus ensuring good protection for the residents. They also reported: Residents are involved in aspects of daily living such as laundry, menu planning, shopping and cooking. We have given over part of the garden to growing vegetables, and are getting residents involved in this if they have an interest. We have a rabbit and guinea pig, and residents who wish to get involved are involved in looking after these animals. We have used our own produce to make chutney and jams with residents. This was on Annual Service Review Page 4 of 6 a small scale this year but will expand as time progresses. The home ensured and emphasised safeguarding of the service users and stated in their AQAA: Male staff are not permitted to assist female residents with intimate personal care tasks. We will examine our gender policy regarding personal care. We will do this by 01/06/09, demonstrating that all principles should and are scrutinised, reviewed and updated. The home reported that they referred 2 complaints, within the set time scale to the appropriate agencies. The home made two alerts that were investigated, but no referrals were made to POVA (Protection of Vulnerable Adults) register, thus demonstrating that protection of residents was promoted. They reported in the complaints section: We have appropriately referred any complaints and welcomed investigation. In every case we have been totally exonerated of any wrongdoing. The comments received in questionnaires included: I like my house and the garden and grounds. I like the area. I like the staff and other residents. I like the activities I do here. I dont like when I cant do things at the times I want to do them. The staff are always pleasant and helpful. I have no complaints. The home always cares about me. I like to be here. The staff comments included: The service implements a person centred approach. We allow the person to feel they are at home rather than in an institution. We promote people having contact with the community. One of the comments provided a suggestion: ...to improve communication between management and staff and to have a better induction training. Relatives comments included: I find the staff well trained to meet my relatives needs and to help him play an active part in the community. The home continued to provide good level of care to its residents. What are we going to do as a result of this annual service review? We will continue to monitor service and the wellbeing of service users. We plan to inspect the service at the anniversary of this report if anything relating to service users or the process of operating does not indicate the need for an earlier inspection.
