Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection, that was completed on the 12 November 2008. This included; The Annual Quality Assurance Assessment (AQAA) that is completed by the service and focuses on how well outcomes are being met for people using the service, this was well completed and was provided when requested. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. Relevant information from other organisations including Social Services and visiting health care professionals. A health care professional who has regular contact with the home was telephoned for direct feedback on the service. The registered manager was also contacted by telephone on the day of the Annual Service Review for up to date information on the service, and confirmation on how the home had responded to the requirements made at the last key inspection. What has this told us about the service? The home sent us their annual quality assurance assessment (AQAA) when we asked for it. This provided information on the service that included numerical information that was requested. The AQAA was well completed by the registered manager and identified areas that have improved in the last year and others where further developments are either planned, or would benefit residents. The last key inspection was completed in November 2008 and was positive with regard to resident care with all outcome areas being judged as good, apart from those related to the homes environment. Five requirements however were made following this inspection. The AQAA and contact with the manager confirmed that all these requirements have been addressed. A comprehensive pre-admission assessment is carried out for any prospective resident, including short stay respite residents, even if they are known to the service. A new care planning system has been introduced and this promotes a more person centred approach with formalised care plan reviews, to which relatives are invited by letter, in order to engage the views of the residents and their representatives in the care planning process. The communal space has also been increased by 24 square meters. There is a new dedicated reminiscence kitchen, and a quiet room where residents may entertain their visitors in privacy. The home has also reduced two shared rooms to single occupancy in response to peoples preferences, and a written assessment is now used to record individual choices, compatibility and the safety with regard to people sharing rooms. The recruitment process is more robust and ensures that all the necessary checks and records are held in respect of each employee. The AQAA recorded that the home actively seeks, listens and responds to residents and relatives views, to improve the service. Examples of this were the improved links with Annual Service Review Page 4 of 6 local religious communities, to facilitate some residents to attend external religious services as opposed to what would previously have been domiciliary visits. The home has responded to the increase in demand by residents and their representatives, for single occupancy rooms by converting two of the shared rooms into singles. The home has consulted with representatives of the residents with regard to the homes redecoration and colour schemes used. In response to service questionnaires the home is planning a major refurbishment to include increased communal space, redecoration of existing bedrooms, and a reduction in the number of shared occupancy rooms. The AQAA recorded that a complaint had been received by the home that was investigated in accordance with the Safeguarding Vulnerable Adults local policies and procedures, in conjunction with Social Services. Discussion with the manager confirmed that the home co-operated fully and the concerns raised about residents care were unsubstantiated, with evidence available to confirm a good level of care, that responded to the individuals changing needs. The manager advised that one of the homes main strengths is the committed staff team, who are responsive to the homes ethos of continued development and improvement, and focus on quality. Staff training is given a high priority with an emphasis on giving staff the skills to develop and empower them to provide the highest possible care to residents, and support to their families. A senior registered nurse has also been recruited recently, this will provide additional support to the manager, allowing her to have a clearer over view of the home, and focus on her management role. She confirmed that she felt well supported by the provider who is in regular contact. The information provided by the home confirmed our judgment that the home continues to provide a good service. What are we going to do as a result of this annual service review? There will be no change to the inspection schedule and the Care Quality Commission will do a key inspection by 12 November 2010. However, we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
