What the care home does well The people live in comfortable, well maintained and clean accommodation. Each person is encouraged and supported to be independent and take part in meaningful activities. They are also offered choices about what they wish to do and to make decisions about how they spend their lives. Staff communicate well with them and respect their choices and decisions. People living in the home are cared for and supported by a caring, educated and committed team of staff.There is a programme of education and training provided for staff, which ensures that staff know how to care and support the people who live at the home. Visitors are made welcome and kept well informed. This continues to be a well managed service. There are systems in place to check on the overall quality of the care and accommodation provided to ensure the high standards are maintained and improved. What the care home could do better: Lincolnshire County Council have very clear and established quality assurance procedures and where improvements are required they are either planned or being addressed by Lincolnshire County Council or the manager and staff within the home. Date of last inspection Brief description of the care home Park View care home is to the South of the city of Lincoln, behind the main high street. It is owned by Lincolnshire County Council. The service provides personal care and accommodation for up to 21 older people who have dementia care needs. The main Care Homes for Older People Page 2 of 9 Brief description of the care home focus of care provision is to provide short-term care for people who have dementia care needs. A 10-place day care service for people with dementia care needs is provided at the home although this service is not required to be regulated by the CQC. Some of the people also attend this service. There are a variety of lounges and a large dining room. Bedrooms are on the ground and first floor, which can be reached via stairs or a passenger lift. All bedrooms are for single occupancy. There is a large enclosed garden and car parking to the front of the building. The fees on the day of our inspection visit range from £363, 90p to £412, 08p each week. Extra costs were for hairdressing which ranged from £6 to £14, chiropody £14, personal newspapers and toiletries. The last key inspection took place on the 31/5/2007. Care Homes for Older People Page 3 of 9 What we found: Where we or us is used throughout this report it refers to the Care Quality Commission. This was an unannounced visit which formed a random inspection visit and took place over 3 hours and took into account previous information held by us including the previous inspection report, their service history and records of any incidents that we had been notified of since the last inspection. The manager told us that over the last year they have installed fire detectors in each bedroom and upgraded the emergency lighting system. They have improved the access to the garden in the day centre by installing French doors to the centre. They have provided a new large screen television to the lounge and introduced an Nintendo Wii to improve the physical and mental stimulation for the people in the home. They have also improved the hygiene arrangements by providing a separate sluice. They also installed a new lift during 2009. During this visit we talked to the people to obtain their views about whether they felt their needs were being met and about their quality of life. We also spoke to staff to learn their views about how they felt their training and development needs were being met. We saw how staff cared and supported people living in the home. We also spoke with the manager who was present throughout our visit to learn of any changes which have taken place and if there were any risks to the people living in the home. We looked at the annual quality assurance assessment (AQAA) that was sent to us by the manager before this key inspection. The AQAA is a self assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the agency. It was very clear, detailed and professionally completed. During our visit we also spoke with 8 people living in the home, 4 staff all of whom were very complimentary about the home and the care and support given. Feedback was given about the outcomes at the end of the visit. On entry to the home we found it to be welcoming with information about the home and activities available. We saw people sat in lounges talking to one another or staff and staff sitting with those people who needed assistance. Everyone we saw was nicely dressed. The activity programme was clearly displayed at the entrance to the home. We spoke with 8 people all of whom were happy with the service they receive. Comments included, I like it here, they look after us well, I have had a good breakfast, the staff are very nice, I have a room which is very comfortable, everyone is so friendly and I cant fault the food. We spoke with 4 staff who told us,I love working here knowing I am doing a good job, there is always a relaxing and welcoming atmosphere, I am very pleased at the way we provide care, we are responsive to peoples needs, the manager is very supportive and empowers us to meet the peoples needs, we get a lot of training and support and we work well as a team. We saw during our visit all staff working with one another and the relaxing and friendly atmosphere throughout the home. Care Homes for Older People Page 4 of 9 We saw the home was well maintained, clean, odour free and an attractive place to work and live in. There were comfortable seating areas throughout the home. We saw that the people were being treated in a dignified manner. Staff spoke to them in a kind and caring way that was appropriate to the individual. We saw some of the people having breakfast in the dining room and as they got up during the morning we saw staff bringing people to the dining room and asking what they wanted for breakfast and passing their requests on to the kitchen staff. We saw staff sitting with people who needed assistance with their food taking their time and ensuring that the people found it an enjoyable occasion. We saw people walking around the corridors talking to one another or to staff or going into the office to talk to staff. We saw staff stop what they were doing to have a chat or laugh with each person. We saw staff helping and reassuring those people who showed signs of distress in a calm and friendly manner again taking time to assist the person and find out what was causing their distress. The staff knew what they were doing and showed this by the way they talked and helped the people in the home. They spoke of the support they received from the manager who was actively involved in caring and supporting those in the home. We saw that staff had continued to receive a lot of training over the last year. This had included, dignity and care, understanding behaviour, dementia awareness, person centred approach to care, positive approaches to communication, dementia care mapping, moving and handling, Mental Capacity Act 2005 and palliative care. In addition 80 of staff had obtained or were studying for a qualification in care to national vocational qualifications standards. In addition a number of staff had achieved NVQ level 3 and 4. All staff we spoke with told us they received regular one to one supervision. We have received no complaints during the past year. We noted that they had received 2 complaints during 2009. Each one was investigated using their complaints procedure. We also were aware that they had made 8 safeguarding adults referrals during 2009 and 9 referrals since 2010 correctly to Lincolnshire County Council safeguarding adults team. Each one of which was investigated with no concerns. We saw that monthly monitoring visits took place and reports of these visits were available with action plans where there were any concerns. The manager told that after each stay in the home each person is asked to give their views about their stay. The responses are analysed by the manager each month. We also saw the results of surveys every 4 months of How was you stay. We saw they had received 28 responses (80 ). All were very positive. Comments included, staff are very good and helpful, everything satisfactory, very nice and clean. Staff are very good to me. We have no complaints and I have enjoyed my stay and Staff have been very attentive, respectful and I have enjoyed staying here.
