Care Homes for Older People Page 3 of 8 What we found:
This random inspection was undertaken following a notification of a serious incident and was to ensure that health and safety and safe working practices were adhered to. We looked in to the Standard 38 Safe Working Practices, National Minimum Standards for Older People; health and safety issues within the home and accident reports from April 2009. We examined records, spoke with staff, people who live at the home and carried out a partial tour of the home accompanied by the registered manager. The tour identified that the home is caring for some very frail and elderly people. No outstanding health and safety issues were noted. Present during the random inspection was the registered manager and the responsible individual for the Company. The registered provider is Monarch Health care and BIR Holdings. We viewed the homes health and safety policy which is in three parts. The first part is around moving and handling with the second and third parts covering the responsibilities of the staff to maintain a safe environment for the people who live at the home. This original document was dated May 2007 with review dates for April 2008 and March 2009. Examination of these documents indicated the homes policy was not robust in its approach to health and safety and gave minimal information to the staff on how to achieve its aims and objectives. The registered provider has now developed a health and safety corporate policy document for all of its homes and this was viewed in conjunction with addenda which are specific to Pinxton Manor. These documents indicate a more robust approach to health and safety and cover the following areas: Responsibilities for all staff. Information on falls. Actions to take when an accident has occurred. Documentation to be completed following an accident. Moving and Handling. Provider responsibilities under current legislation towards employees, visitors and people who use its services. All completed accident forms were viewed, this identified a further two incidents which had resulted in an admission to hospital following a fall. On both occasions the people returned to the home following an assessment of their mobility and care needs. The third incident is subject to a Coroners investigation. The home record all accidents on a generic form however this allows for limited recording of information. The current form does not allow for a full account of the accident, or the actions taken by the care staff. As discussed at the site with the responsible individual the Company needs to devise more a comprehensive form. The home has reviewed all its practices and procedures following the referral to the Coroners Court . The responsible individual stated that all Regulation 37 notification are now routinely pass to her. Also the home is required to complete an accident /incident form quarterly where falls, violent incidents, moving and handling issues, unexplained injuries, and serious incidents are monitored for any trends. Serious incidents would include reporting requirements to RIDDOR or admission to hospital. The training matrix seen indicated that all staff have received training on health and safety and this included the required updates. Discussions with staff indicated they had a
Care Homes for Older People Page 4 of 8 good understanding of health and safety issues. Care staff are aware how health and safety issues are linked into care people receive. The responsible individual is in the process amending care planning this will be linked to peoples Mental Capacity, mobility and associated care issues. This will be reviewed monthly in line with the homes procedure.
