Priory Manor is a care home registered to provide personal care and accommodation for up to fifty-four people, over the age of 55, who may have dementia or mental health needs. Occasionally the home also accommodates some younger people with mental health needs. The home does not provide intermediate care. The Registered Provider for this home HealthCare Trust Ltd. Priory Manor is in a rural location, approximately two miles from the centre of Launceston. It consists of a large detached three-storey building, with a connecting two-storey annex, which is currently derelict pending renovation. At the time of inspection there were 27 single bedrooms, one double room and a small flat available for residents. These are situated on the ground, first and second floor of the house. Many of the bedrooms have en suite toilets with some having en suite baths/showers. Bathing/showering and toilet facilities are available on each floor, close to bedrooms and communal rooms. There is a shaft lift house connecting the ground, first and second floors. There is a large lounge and a dining room on the ground floor and a further lounge on the first floor. Smoking is not permitted within the home but a covered outside shelter is provided at the rear of the building. The home stands in its own grounds and is approached by a long drive off a side road from the main A30. The only public transport is taxis; therefore the home has its own car for service users.

What the care home does well We found that there had been some increase in staffing following the last inspection. Additional domestic staff had been recruited, and we were told that further care staff were in the process of being recruited. In addition, one person had moved out of the home. We therefore considered that there had been an improvement in the number of staff available to provide care to the people who live at Priory Manor. What the care home could do better: We found that whilst improvements had been made to the staffing, there were still periods of the day that where staffing was low. The Managment of the home were not aware of the hours staff worked when they carried out "sleep in" duties. It was only during this visit, when we pointed out that there were only two staff providing care between 7pm and midnight, that the hours staff worked were amended and increased. We also found that the rota did not accurately reflect the hours staff actually worked. We found that whilst the increase in staffing, (including in ancillary staff) had made an improvement it had not, as yet, had any significant impact in terms of providing people with time to develop or maintain their skills or to spend time outside the home. We also found that staff files still did not contain all off the information that is required by regulation, including written references and check of suitability to work with vulnerable people. We found that an issue had been raised through a Criminal Records Bureau check, however no risk assessment had been completed to decide if the individual was suited to work at Priory Manor. Requirements have been made at the last key inspection and are still outstanding. We found that controlled drugs cabinet still needed to be properly secured to a solid wall with suitable bolts, a requirement in relation to this had been made at the last key inspection. Care Homes for Older People Page 3 of 8 What we found: This Random Inspection was carried out to look specifically at whether there were sufficient staff on duty at Priory Manor, following an immediate requirement that had had been made at the end of a Key Inspection on 24th and 25th February 09. We also used this visit to look at whether a requirement, made in relation to properly fixing the Controlled drugs cabinet to a suitable wall, had been completed. Mr Patel, the Manager, was present throughout most of the inspection. The Acting Manager,who is to take over the role of Manager in April 09, was also present throughout the visit. The visit took place between 11.25 a.m. and 4 p.m., and was conducted by Helen Tworkowski (Regulation Inspector). As part of this Random Inspection we looked at recent rotas, we talked with three of the care staff, we talked with one of the people who lives at Priory Manor and we talked with the Manager, Mr Patel, and the Acting Manager. We also looked at the recruitment files of some staff who had recently started in the home.
