The original large detached brick house has been extended to provide purpose built accommodation standing within it own ground in a pleasant rural setting. It is located close to a public transport route and within two miles of the market town of Belper. There are thirty-three single and two double/shared bedrooms (with one of the shared doubles being used as a single at the time of the inspection). All bedrooms rooms have wash hand basins, although no en suites are provided. There is a choice of bathroom and toilet facilities and lounge and dining rooms and a range of equipment and adaptations to assist those people who may have mobility problems, including a passenger lift to the first floor and an emergency call system throughout. People are provided with care and support from a team of nursing, care and hotel services staff and including a part time activities co-ordinator. There is currently no registered manager for the service. Fees charged per week are in accordance with people`s assessed needs. Fees are determined either in accordance with individually agreed private contracts, or via individual agreements between the local authority and/or primary care trust for those who may be eligible to assistance with funding for either personal or nursing care. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? The quality rating for this care home is 2 stars, good. This rating was made on 11 February 2009, which was the date of the last key inspection of this service. We looked at all the information that we have received, or asked for, since the last key inspection of the home. This included, The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self assessment that focuses on how well outcomes are being met for people using the service. Surveys returned to us by people using the service and from other people with an interest there. Information we have about how the service has managed any complaints. What the service has told us about things that have happened there. These are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made for this service in the last 12 months. Relevant information from other organisations. What other people have told us about the service. What has this told us about the service? The home sent us their annual quality assurance assessment (AQAA) when we asked for it. It was clear and gave us most of the information we asked for. We looked at the information in the AQAA and our overall judgement is that the home is still providing a good service and that they know what further improvements they need to make. People living in the home usually tell us they are happy there. However, on this occasion, from the 10 service user and relative surveys we sent out, we only received 1 return from a service user. We received 5 out of 5 staff survey returns. The person that completed the service user survey told us they receive the care and support they need, including medical care; that staff listen and act on what they say; that staff are usually available when they need them; that they know how to complain and that the home is always kept fresh and clean. They also said that activities are regularly organised that they can join if they choose. They said, Good care at all times from the care team. Annual Service Review Page 4 of 6 Staff told us that they receive the training, information and support they need to peform their role and that there are usually enough staff to meet peoples individual needs. However, most staff also said that they only have one uniform tunic supplied, which they find is not sufficient. The home continues to let us know about things that have happened there since our last key inspection and they have shown us that they manage issues well. They work well with us and have shown us that their service continues to provide overall good quality outcomes for the people who use it. The home notified us of the resignation of the registered manager in June 2009 and their management arrangements from then on. Although the person now responsible for managing the home, has not submitted a complete application for their registration to the Commission This is required. What are we going to do as a result of this annual service review? The next inspection of this service will be based on the Fees and Frequencies Regulations 2007 and the assessment of risk of the service. Further clarity will become evident as the new registration and inspection system under the Health and Social Care Act 2008 is confirmed. However, we can inspect the home at any time if we have concerns about the quality of services there or the safety of people using it.
