We give a quality rating following a full review of the service. The application was granted on the 6th April 2009. 2 8 0 1 2 0 0 9 Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service Rookery Cottage is care home registered to accommodate up to thirteen older people with or without Dementia. Rookery Cottage is owned by Mr and Mrs Bass, who live in the grounds. Rookery Cottage is located in a small village of Thorpe Malsor, near Kettering,
Annual Service Review Page 2 of 6 Northamptonshire. The home is in the style of other properties within the village. Thorpe Malsor is a small village with no local facilities and Kettering town centre is a short drive away. Rookery Cottage is furnished with comfortable furniture and decorated to create a homely atmosphere. Bedrooms are located on the ground and first floor, which are accessible by a passenger lift or the stairs. There is a large lounge with dining area. There is garden with a patio to the rear of the building. Car parking is also to the rear of the home. The Registered Managers office is located away from the home in a separate office. The current fees are 1916.25 pounds per month. The fees include personal care, accommodation, meals and laundry. Chiropody and hairdressing services can be arranged and are charged separately. Other costs would include personal expenditure such as clothing and toiletries. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review:
What did we do for this annual service review? We looked at the information that we have received, or asked for since the last Key Inspection. This included : The Annual Quality Assessments (AQAA) that was sent to us by the service. The AQAA is a self assessment that focuses on how well outcomes are being met for the people using the service. It also gives us numerical information about the service. We asked some of the people who live at Rookery Cottage about what it was like to live there, we also asked some of the staff for their views about the service. Information about how the service manages complaints. What the service has told us about the things that have happened in the service, these are called notifications and are a legal requirement. The previous Key inspection and the results of other visits that we have made to the service in the last 12 months. Relevant information from other organisations. What other people have told us about the service. What has this told us about the service? The service sent us their AQAA when we asked for it. It was very brief and did not contain the information that we needed and some of the information was inaccurate. We have contacted the management and have told them that the AQAA must be properly completed in the future, in line with the guidance issued on the CQC Website. The management have now told us about the things that we needed to know for example they have confirmed that they have complied with a requirement that was made at the last inspection about the storage of medication. They have also told us that they have now fitted radiator guards to exposed radiator surfaces and that window restrictors have been fitted. They have since confirmed that that important equipment, such as Fire Safety equipment has been checked and that their policies and procedures have been reviewed. They did not tell us anything about the views of the people who live there, how the manager finds out what they want or what they are doing to make sure that the service provides good outcomes for them. Annual Service Review Page 4 of 6 However we received completed surveys from four of the people who live there and from four staff. All of the responses were favourable specific comments includeThe home is clean and comfortable The food is good The staff are thoughtful and show kindness The staff look after me, they are very attentive I am well looked after There is nothing that I can think of that they could do better Staff comments includedIts a great place to be, we listen to the views of peoples relatives and friends The service always dos its best for the clients and the staff All of the residents needs are met, nothing is too much trouble All staff are given the appropriate training to make sure that we can meet the needs of the people who live here The carers are long serving which helps to create a more friendly and family surrounding The home is always striving to do better We need to improve our paper work but its better than it used to be We identified that one of the people who live at Rookery Cottage had attended the local Accident and Emergency Department. Through discussion with the management we established that this person sustained a serious injury, however the management did not submit an appropriate notification, this is a legal requirement. The management have now submitted the appropriate documentation retrospectively; they have also agreed to make sure that they submit notifications to us when the well being of the people who use the service is adversely affected. We have now received the notification about this incident, this suggested that the home had not sought appropriate medical advice and this was referred to the Local Safeguarding Authority for investigation. The outcome of the investigation determined that the home had responded to the incident appropriately. What are we going to do as a result of this annual service review? The next inspection of this service will be based on the Fees and frequency Regulations 2007 and the assessment of risk of the service. Further clarity will become evident as the new registration and inspection system under the Health and Social Care Act 2008 is confirmed. However we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people who use the service.
