What the care home does well The home has a new Manager that is leading and managing the home in an open, professional and competent manner. The home can now show that it is assessing and meeting the needs of the residents appropriately. The quality of the needs assessments and of the care planning process has improved. Issues to do with the blurring of personal and professional boundaries to do with staff have been addressed and there is a clear management structure with clear lines of accountabilty in place. Improved processes have been implemented for recording and dealing with incidents that occur within the home. Staffing levels during the day and at night have been improved and must be maintained. The provision of appropriate accomodation for staff working during the day and at night have been improved and must be maintained. What the care home could do better: Some repairs to the internal decoration of the home need to be carried out. They are identified specifically in this report. Ceilings in the staff ground floor toilet and in the resident`s lounge are specifically identified. The toilet needs to be replaced in one resident`s bedroom and redecoration needs to be carried out where 2 entrances have been made through to the next door property. The frequency of staff`s individual supervision needs to be improved so that staff receive this input every 6 - 8 weeks.Areas of discussion in the individual supervion sessions needs to be expanded to include working with residents as keyworkers and the monitoring of progress being made with care plan objectives. Recording of individual supervision sessions needs to be improved so that all areas of discussion are minuted and any actions that are agreed are recorded. The property comprises of 2 day rooms (lounge and dining area) on the ground floor, and a smoking room in the conservatory.
Care Homes for Adults (18-65 years) Page 2 of 9 Brief description of the care home There are 5 single bedrooms, all fitted with hand basins and shower facilities. There are 2 WCs including a bathroom. Some off-street parking is provided to the front of the house. The stated aim of the home is to provide rehabilitative care for people with mental health problems over a 2-year period. This may be extended as required and in agreement with the clinical teams. The acting Manager told the Inspector that the standard / basic fees of a placement are #770 per week. Care Homes for Adults (18-65 years) Page 3 of 9 What we found:
This random inspection was carried out over the period of a day together with the Homes Manager and other staff members. It was part of a programmed response to a number of concerns and issues that had been raised at Rose Manor since November 2008. The London Borough of Croydon has lead on a number of these serious concerns and issues and we carried out this random inspection in order to review several of the relevant key standards. We found that since the new Manager took up her post in April 2009 there has been a renewed effort lead by the Manager and the Proprietor to meet the issues and concerns identified. The staff team have been important in helping to more successfully meet the challenges identifed. With regard to the Standards that we inspected we found good and positive progress is now being made towards meeting the conditins required. Although there are still some developments and improvements that remain to be put in place. What the care home does well: What they could do better:
