We give a quality rating following a full review of the service. If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service Shelton Lock Care Home provides care for up to 40 older people with nursing and personal care needs. The Home is a purpose built, two-storey building, set back off the road in a residential area of Derby. The Home has double and single en-suite bedrooms. There are several lounge areas None Annual Service Review Page 2 of 6 and a large dining room. There is also a large accessible garden and a car park. Information provided on 31 July 2008 stated that the fees for the Home were from £348.00 to £620.00 per week, depending on the level of care and bedroom required. We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Surveys returned to us by people using the service and from other people with an interest in the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. Relevant information from other organisations. What other people have told us about the service. What has this told us about the service? The home sent us their annual quality assurance assessment (AQAA) when we asked for it. It was clear and gave us all the information we asked for. It told us that maintenance checks were undertaken regularly and that the service investigated complaints. There had been two complaints received at the office of the Care Quality Commission (previously the Commission for Social Care Inspection) and one allegation of abuse had been referred to the local authority for investigation. We looked at the information in the AQAA and our judgement is that the home is still providing a good service and that they know what further improvements they need to make. People living in the home usually tell us that they are happy there. They are particularly pleased with the quality of the food they get and the care received. One comment received said they look after us well and another said they enjoyed the activities and films and another said there was nice food. However, staffing was raised as an issue on surveys received from relatives and people living in the home. Three of the five surveys received commented that having more staff was a way the service could improve. A complaint received at the office of the Care Quality Commission (previously the Commission for Social Care Inspection) in May 2009 also raised concerns regarding insufficient staff, although an investigation by the services management did not uphold it. Annual Service Review Page 4 of 6 We received comments from one relative of a person living in the home. They were generally satisfied with the care and commented that care was good but that entertainment could be improved. They also commented that sometimes my mum has to wait over 30 minutes to be assisted to go to the toilet, short staffed. Comments received from one visiting professional were not positive and said there were poor staffing levels and that recording information not 100 satisfactory. Another visiting professional stated that there were times when some staff did not know why visits from health professionals had been requested, although this had improved recently. The Local Authority had also had concerns about the service at the beginning of 2009, although some of the problems identified have now been addressed. What are we going to do as a result of this annual service review? We are not going to change our inspection plan, and will do a key inspection by July 2010. However, we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service. As concerns have been raised about staffing and there have been concerns from visiting professionals about the care, we will consider bringing the key inspection forward should any further information be received.
