What did we do for this annual service review? The Commission looked at the information received or requested since the last key inspection. This included: 1. The annual quality assurance assessment (AQAA) sent to the Commission by the manager. This is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. 2. Information about how the service has managed any complaints. 3. What the service told the Commission about things that have happened in the service (these are called notifications and are a legal requirement). 4. The previous key inspection and 5. Relevant information from other organisations. What has this told us about the service? The last inspection carried out by the Commission took place in September 2008. The report contained two requirements: 1. There should be an action plan for the renewal and replacement of furniture. The report outlined examples where national minimum standards in this respect were not being sufficiently addressed. Improvements were requested to be made before, during and after planned major renovations. 2. Residents should be able to enjoy the external environment in an easy and safe way. Traditionally residents were helped to use the front garden because of the difficulties in accessing the back garden. Whilst this facility is reasonable, easy and safe access to the rear garden was requested as a right afforded to all residents. A recommendation related to the desirablity of suitable facilities to be available for hairdressing and for the bedroom of a resident not to be used for this general and communal service. The previous inspection report contained a theme that it was necessary for the registered persons (the owner and the manager) to ensure that the needs of residents were met through, for example, the presence of effectively trained staff in sufficient numbers and that less emphasis should be placed on methods/equipment that reduced or restricted the movement of residents from one part of the premises to another. The Commission acknowledges receipt of an AQAA that was helpful in this exercise of assessing the level of support provided to residents and in preparing this annual service review. In the AQAA, the manager, Georgina Enright, outlined some plans for the future, for example: 1. To maintain all paperwork to a high standard and to continue to carry out in-depth assessements. To have a new brochure completed as soon as practical. To ensure that Annual Service Review Page 4 of 6 all information from pre-assessments continues to be fed into care plans and risk assessments. To update the residents guide/statement of purpose. To gain as much information as possible during the pre-assessment to be able to start to form a pen portrait of the resident. 2. Review menus. Provide more activities by way of increased visits by professional outside entertainers and for staff to continue to spend time with residents. A plan to secure the back of the building to allow residents easy access to the rear garden has been incorporated into the refurbishment plan. The new kitchen area will soon be in operation and this will be properly staffed. 3. Additional bedrooms and en-suite facilities are being constructed together with other facilities for residents and users of the service. Furniture is being upgraded. 4. Infection control training for staff will be extended. The use of stair gates within the home is being re-evaluated and alternative systems may be used. The very detailed and helpful AQAA outlined the ways the premises are being improved and how new procedures are being either actively evaluated or being put in place for the benefit of reidents, staff and residents visitors and families. The AQAA outlined the current challenges faced by the manager and owner and refers to how some barriers are being addressed. The service has, the AQAA claimed, a clear policy on equality and diversity and supports residents who have varying abilities and disabilities. The impact of new legislation is under consideration. The AQAA contained a declaration that all premises safety checks have been carried out and that all associated safety certificates are in place. The Commission understands that there are currently no safeguarding alerts being investigated by local authorities and that local authorities were not involved in investigating complaints during the past year. Copies of all relevant policies and procedures are said to be maintained by the service and these are available to members of staff. What are we going to do as a result of this annual service review? The most recent inspection was carried out in September 2008. We are not going to change our inspection plan schedule for the service and will do a key inspection by August 2010.
