This visit occurred to monitor the service following information received from Social Services and through regulation 37 notices provided by the managers of the service. The previous requirements were also monitored at this visit. There had been an investigations into adult protection issues within the service. These investigation were undertaken by Social Services and the senior managers of the care service. The manager advised that 3 staff had been dismissed and referred to the Protection of Vunerable Adults (POVA). One member of staff had returned to work and was to receive extra supervision. On speaking with staff from Social Services we were advised that the managers of the service had worked closely with them, and since the incident and with a new manager in post, there had been an improvement. There had been a requirement to resolve the unpleasant odour within the reception area. On arrival at the service the reception was odour free. The operations manager advised that the carpet had received extensive cleaning and the area had been redecorated. On examination of the staff files and records kept on computer, it was established that 74 of staff had obtained either NVQ 2 or 3. This exceeded the expected level of at least 50 . On examination of the training records, it was established within the records that 11 staff had not had annual moving and handling training. On closer analysis of the records it was established that 4 staff were on long term sick leave. Therefore there was 3 staff on night duty and 3 staff on day duty, and 1 domestic staff who had not received an annual update. The training co-ordinator was contacted by the manager and a training session for the 10th March 2009 was planned. The managers assured us that all these staff identified would be attending the course. There was a new manager in post. She advised that she had 25 years experience in providing care and 9 years in management, and had previously been a registered manager of a service. The operations manager advised that she was aware that the service still did not have a registered manager in post, however she intended to start the process, and should be starting with the CRB check, through the Commission by the end of April. It was recognised that the process could take up to 3 months. The manager indicated at the beginning of this report is no longer in post at the service.
