Tarry Hill provides personal care and support for up to 26 younger adults with learning disabilities. The recently redeveloped site provides a range of accommodation, comprising of three four bedroom town houses, being Kinder House, Cale House and Peak Vale and a four bedroom bungalow, all having individual en suite facilities. Also no 10 Cale Road, which has eight bedrooms, some providing en suite facilities, along with a separate self contained two bedroom flat. The home lies on the northeast outskirts of New Mills in the High Peak close to a main bus route and within easy access of local shops and amenities. Each house has its own dedicated lounge and 02008 dining space for service users and with communal bathroom and toilet facilities. There are also garden areas along with a car parking facility. Staff sleep-in facilities are provided, although there is no dedicated staff room. The registered manager has the support of a team of care and hotel services staff and also receives external management support via Active care Partnerships Ltd. Activities are organised for service users in accordance with their individually assessed educational, social and occupational activity needs.

What the care home does well Overall reasonable progress has been made in ensuring that staff is effectively inducted and trained. A fully recorded training needs analysis has been undertaken in respect of each staff member and the staff team as a whole. And a revised training and development programme is being implemented, with the first of three phases completed. A revised staff induction package has been introduced and recently rolled out for completion by newly employed staff and including all new staff starters commencing since July 2008. This complies with sector skills specification and better links to the home`s service aims and to service users needs. A revised needs assessment and care planning format has been fully introduced for all service users which is person centred and reflective of recognised guidance and practise. Staff are conversant with the care needs of people they care for and have the information and support they need to enable them to do so. What the care home could do better: Ensure that they continue with the implementation of the staff induction and training plan as described above to its full completion within the agreed extended timescale. Ensure ongoing planning for staff training and continuous development by way of a formalised rolling programme. So as ensure that staff always receive the training they need to support and protect service users and which is delivered in a timely manner. Care Homes for Adults (18-65 years) Page 3 of 8 What we found: The purpose of this inspection was to ascertain progress made by the provider in ensuring that at all times there are suitably trained and experienced persons working at the home. And in ensuring that staff receive induction and training which accords with sector skillls council workforce training targets. A requirement was made about this at our last key inspection of this service on 01 October 2008. At this inspection we looked at the homes training matrix and phased training plan in progress. Its monthly staff training statistics up to February 2009 and some other training related records. We spoke with the manager and some senior staff, including the training co-ordinator about these and progress to date. We also looked at how the care and support for two service users was determined and delivered. We did this by talking with people, including staff who supported them, about their needs and how these were met. And we looked at those service users needs assessment and care plan records. We also looked at the individual induction and training records of the two staff that we spoke with. We found that good progress had been made for most training areas, although less so in others. However, we accept the reasons why the programme could not be fully completed to date, given the enormity of the task. And we could also see valid reasons where some training had been cancelled and rescheduled for March 2009. We saw the homes training plan, which covers all key subject areas. This is being delivered in three phases and with the first phase completed. We were advised that the second phase is aimed for completion by May 2009 bringing overall staff training to eighty percent achievement. The third phase by the end of June 2009 to achieve full completion. We found that all new staff starters who commenced employment at the home from July 2008 are provided with a revised induction package for their completion. This is comprehensive and meets with Sector Skills Council workforce training targets and is designed to ensure that staff fulfill the aims of the home and meet the changing needs of service users. Staff told us that their stated target for full completion is within one month, given they have completed many parts of this via their initial induction provided on commencement of their employment. We saw that the work that had commenced at our last key inspection, as co-ordinated by the deputy manager. To review and introduce a revised care planing format, was fully introduced and most staff had received training in respect of person centred care planning Staff that we spoke with were fully conversant with the care and support needs of the service users whose care we looked at more closely. And their written needs Care Homes for Adults (18-65 years) Page 4 of 8 assessments and care plans were comprehensive, clear and reflective of recognised guidance associated with their care needs. They also had regularly recorded reviews. Staff were clear about their roles and responsibilities and had signed the care plans of those people they supported, to indicate they had read and understood these. We also spoke with one service users relative. They told us that they were satisfied with the care and support of that service user, who had some identified specialist needs. And which they felt were well managed. They also told us that relevant key staff concerned with that service users care were proactive and sensitive to their needs.
