What the care home does well The manager showed us his application forms for registration and said these would be submitted very soon. A new deputy has been appointed to work in the home. He started yesterday. The environmental health officer has awarded the home three stars as part of the `scores on the doors` award for good practice regarding food saftey. This was on 19 January 2009. What the care home could do better: Reports of Regulation 26 visits should be provided to the home on completion and be available for inspection. Access to local amenities, shop and recreation facilities can be easily reached on foot. The home is registered to Care Homes for Adults (18-65 years)
Page 2 of 7 Brief description of the care home provide care and accommodation for a maximum of 9 people aged between 16 and 65. The target age range of people using the service is 16 to 25 years who have a learning disability. The service is set up to be of benefit to young people who wish to move into greater independence, and therefore the aims of the service are to provide a great deal of opportunities for responsibility taking and personal development. The home is a spacious building with lots of character. Bedrooms are situated on the ground and first floor and are all single occupancy. A large lounge has been split in two to provide a greater range of communal space. The kitchen diner has a small computer area off the dining room end. There are two bathrooms (one ground, the other first floor), both with toilets and one separate toilet in a central, ground floor location. The home maintains a smoke free environment within the home, but supplies separate covered areas in the garden for smoking by staff and service users. The garden area is secluded and is mainly patio and bark covered, enabling it to be used all year round. Care Homes for Adults (18-65 years) Page 3 of 7 What we found:
We visited The Hall to check that visits under Regulation 26 of the Care Homes Regulations 2001 were being completed and reports made available. This was because an issue had arisen at another home owned by the same providers which led to a management review meeting and a subsequent letter from the Business Relationship Manager. We spoke to the manager (not yet registered). We asked to see copies of reports of visits undertaken since November 2008. The manager gave us copies of reports dated 26 November 2008 and 20 February 2009. Reports for December 2008 and January 2009 were not available. The manager told us that these visits had been undertaken. We asked for the visitors log to be checked and this showed that they were carried out on 23 December (by the Supervisory Manager) and on the 23 January (by another manager within the group). We asked the manager to contact his head office to see if the reports were available. He spoke to one of the partners who explained that he was not currently in the office but they would be faxed as soon as he returned. Copies of both reports (23/12/08 and 23/01/09) were received by us the same day. The format for the reports is satisfactory and includes:- Service Users (SUs) present; SUs interviewed; Comments on lounge area; Comments on kitchen area; Comments on SUs bedrooms; Comments on bathrooms and toilet areas; Car park and garden; Staff areas; Regulation 37s; Complaints; Paperwork viewed - Day Reports; Care Plans; Client Files; Incident Reports; Budget Controls; SUs monies; Medication; Fire checks; Company vehicles; Staff files; Induction and supervision; General Comments and Actions required. We advised the manager that he should ensure that he is given copies of the reports after they are completed as they must be available for inspection. He agreed that he would do this.
