Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Surveys returned to us by people using the service and from other people with an interest in the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. Relevant information from other organisations. What other people have told us about the service. What has this told us about the service? The home returned the annual quality assurance assessment (AQAA) when we asked for it. The AQAA told us that the views of people in the home are sought through regular meetings and surveys. Changes had been made as a result of listening to people in the home, such as changes to the menus and introducing more activities. The information in the AQAA gave us a reasonable picture of the current situation in the home. There were areas where more information would have been useful to show what improvements had been achieved in the last year, and how they were planning to make further improvements. The data section of the AQAA was fully completed. There is a new person in charge of the home, and this person filled in the AQAA. They have not yet applied to be registered with us. We received 10 surveys from people in the home, all completed with the help of staff in the home. Most people said they had received enough information about the home before deciding to live there. 5 people said they had received written information about the homes terms and conditions, 5 people had not or did not know. Most people said they received the care and support they needed, including medical care. Most people said staff were available when needed. 5 people said they knew how to make a formal complaint, 5 did not know. We received 3 surveys from staff at the home. They said they had up to date information about the needs of people in the home, and had relevant training to help them to understand and meet those needs. They said there were sometimes enough staff to meet the needs of people in the home. They told us The home communicates well between residents and staff to meet the needs of residents and families would like to have more staff on duty improve the staffing level. The home has usually let us know about events and incidents as required, although we Annual Service Review Page 4 of 6 did not receive a notification about the registered manager leaving. There are 2 ongoing safeguarding vulnerable adult concerns about people in the home. We have had information from social services that reduced staffing levels may be having an adverse effect on standards of care. We have concerns about how the home is being managed and how this is affecting outcomes for people living at The Willows. What are we going to do as a result of this annual service review? The next inspection of this service will be based on the Fees and Frequency Regulations 2007 and the assessment of risk of the service. Further clarity will become evident as the new registration and inspection system under the Health and Social Care Act 2008 is confirmed. However we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
