Whitehaven is situated close to the centre of Northampton and overlooking the `racecourse` park and provides accommodation for 15 people. The home comprises of a three storey building, with off road parking to the rear of the52009 house, and an enclosed garden area. The original frontage of the house has been retained so that the home blends in with others in the road. . All 15 bedrooms have a TV. The ground floor consists of 1 bedroom, 3 communal areas and 1 dining room. Further facilities include a visitors` toilet, a bathroom, smoking room, laundry Room, Kitchen and a staff Office. The first floor is accessible by using the staircase and a lift. This floor has two bathrooms and 6 bedrooms, and 1 bedroom with en suite facility. The second floor is also accessible by using the staircase and a lift. There are two 2 bathrooms and 6 bedrooms and one 1 bedroom with en suite facility on this floor.

What the care home does well The AQAA says that this is what the home will do when they get new service users at the home. It is said that they will provide the `statement of purpose, service user guide and/or brochure to prospective clients and their families. Ensuring that the care that is provided is patient focus, maintain client(s) dignity, respect, independence, rights, diversity`. It was also said that they will be `involving patients in decision making about their care, and care planning` and `respect for diversity, hope and faith`. The home will also be `enpowering service users by encouraging service users to get back into employment, develop or learn a trade or new skill. Involving family significant others (nearest relatives, or next of kin) in patient(s) care`. It was said that `Service user and Family feedback sheets` will be used to find out how well the home is performing, and whether there is need for improvements`. `Health Promotion teaching, (e.g) importance of good nutrition, and exercise, dangers of smoking. regular physical checkups by registered nurses, for those at risk`, and `six monthyly physical checkups by G.P. for other residents` will take place. The AQAA says that `Staff will be fully committed in supporting individuals (clients) to lead a purposeful and fulfilling life as independently as possible. Staff encourages client(s) to make their own informed decisions, respecting their rights, dignity and independence. Care plans are developed with and owned by the person using the service, therefore it is patient focused. There is respect for diversity, and reilgious beliefs`. We are also told ``All care that will be provided will be patient focus, thus respecting diversity, religious and spiritual beliefs. Service user(s) will have a say as to how they want the home decorated, what will make the home more homely and comfortable. Service user(s) will be able to decorate their own rooms to suite their taste (within reason)`.The home says they will `Encourage service user(s) to pursue their hobbies` and `Encourage regular friends and family visits. Cater for their specific dietary needs`. The AQAA says `Newly qualified staff to undergo a 6 weeks assessment in the safe administration of Medication, under the supervision of senior qualified staff. Newly qualified staff will be assessed in the following areas of Observation, Participation Identification, lnternalisation, and Dissemination`. It was aslo said that ``Everyone within the home will have clear guidelines as to what the Complaints Policy entails. Service users(s) are given written documentation about complaints policy and procedure, and this is also displayed in communal areas of the home`. The AQAA says that `A therapy kitchen has been built, to encourage residents to cook their own meals, and support will be offered by an OT if needed. The fixtures and fittings are of high quality, are well maintained and adapted to meet the wishes of occupants, when admitted`. The AQAA says `Staffing will reflect skills mix as well as Gender mix, so as to prevent any risk issues from occurring. On each shift there would be a minimum of five staff, one Qualified nurse and four carers, for a maximum capacity of 15 residents. The staffing numbers might be increased is resident(s) require special care needs based on risk assessment`. It also says have a diverse staff group`. We are told that the acting managers application to be registered is in progress and there is a `full complement of qualified nurses and Health Care Assistants on the team with a wide variety of experience and training between them. There are 4 qualified Nurses of which 2 are RMN (Registered Mental Health Nurses) and of which 2 are RGN (Registered General Nurses). Three will be a minimum of 4 staff on duty during the day including the manager and 2 staff at night time. However, the Home will always ensure that there will be sufficient nurses and carers on duty to meet the needs of the service users as per assessment. There are 7 carers, of which 6 have NVQ qualifications, at least level 2. Three carers atNVQ level 3. The home has 1 full time Housekeeper and 1 Cook. One of the Directors of Gold Care Homes Limited provides daily administrative support to the home. All staff at Whitehaven has the necessary qualifications required to provide both nursing and mental health care. All mandatory training is paid and provided by the company for all staff`. What the care home could do better: Whilst the home is dormant, we will reduce our regulatory contact to a minimum of one random inspection every 12 months. We will continue to send the home an AQAA each year and ask them to confirm that the service is still dormant. The home must tell us when they start to provide a regulated service again. We will then make a decision as to when we will carry out a full inspection for of the service, which will include getting the views of people who use the service. Care Homes for Adults (18-65 years) Page 3 of 9 What we found: Nightingale nursing home was changed to Whitehaven on the 11th December 09 when the home changed it category from Elderly Dementia to Adult Mental Disorder. The one star adequate quality rating was awarded to the home when the home was providing care to the previous elderly dementia category group. The home has an acting manager and they have applied to CQC to become the registered manager of the hoime. The home sent us their Annual Quality Assurance Assessment (AQAA) in January 2010 to tell us how the service is going to run. We understand the service is currently dormant. This means that the home have no people living in the home and the home is not providing a service at present to any people. Although the service is dormant the homes registration with us continues.
