What the care home does well Willow Bay has developed, and continues developing, good communication tools to assist people in making choices on a daily basis. The care plans are well written, person centred and people living in the home are fully involved in creating them. The manager is approachable and has an open door policy to enable people to bring any concerns to her as they arise. The home has devised a service user friendly complaints procedure leaflet to assist people to share any concerns they may have with the staff team. Willow Bay provides people with a homely, comfortable and safe environment with good quality furniture and fittings and plenty of accessible outside space. People are supported by a well trained stable staff team. What the care home could do better: Risk assessments must be signed and dated by the manager and the person using the service to show that they are up to date and that the person is fully involved in all areas of their care provision. The complaints records should show the outcome of the complaint or concern and the date and signature of the person dealing with it to ensure that all concerns and complaints are finalised and dealt with in a timely manner. All staff should receive at least six supervisions each year to ensure that they are fully supported to carry out their work. Date of last inspection Brief description of the care home Willow Bay provides residential accommodation and care for five adults with learning disabilities. The home is situated in Canvey Island, close to local shops, transport, seafront and includes two lounges, large garden, dining room, kitchen, five single bedrooms, three with en-suites and one communal bathroom. There is off street parking to the front of the home, with room for two vehicles. Care Homes for Adults (18-65 years) Page 2 of 9 Brief description of the care home The manager provides people wishing to use the service with a copy of her Statement of Purpose and Service User Guide. The weekly fees range between £1300.00 and £2000.00 and are dependent on the assessment. There are extra charges for hairdressing, chiropody, toiletries and for personal spends such as evening and week end social outings. The last key inspection was carried out on 19/06/2007 and the service was rated as 3* excellent; since then we have undertaken two annual service reviews which have shown that Willow Bay was still providing a 3* excellent service. Care Homes for Adults (18-65 years) Page 3 of 9 What we found: This was an unannounced random inspection which lasted for three and a half hours. We did a tour of the premises and looked at a random sample of the homes records including the staffing rosters, the activities records, the menus and the nutrition records. We spoke to people living in the home and to some of the homes staff. Some of the people living in the home have communication difficulties but are able to share their views through gestures and facial expressions. We received an annual quality assurance assessment (AQAA), which had been fully completed by the manager. The AQAA is a self assessment document that the manager is required by law to complete. We sent surveys to people that use the service and to some of the homes staff and we received a good response that contained many positive comments about Willow Bay. Comments from staff members included the house is welcoming and friendly, there is a low turnover of staff and the staff encourage service users to live independently. People are encouraged to try new things and to take risks and the home always strives to improve and makes changes when needed. People using the service said in their completed surveys the home gives me excellent care and support and the staff have the patience with me to do things at my pace. I am very happy living at Willow Bay and I have excellent outside activities to attend. Staff are always nice and helpful, they help me with a budget for my money so that I can buy clothes and save for my holidays. The staff help me to look nice when I go out (trendy clothes), staff always want me to be happy - I like it here. The AQAA showed that people attended college courses, leisure activities and social clubs of their choosing; it also showed that people had good access to the local sports centre, the cinema, the library and the local shops. People spoken with at the site visit confirmed that they are happy with life at Willow Bay and one person told us that they regularly go out to a variety of clubs and activities such as shopping, boot sales, badminton, swimming, college, bowling, horse riding and cookery. Each person living at Willow Bay has a person centred plan, a health action plan and a variety of risk assessments that meet their individual needs. One of the people spoken with showed us their person centred plan; it was displayed on the wall in their bedroom and they were very proud of their involvement in its creation. The person went on to tell us that the staff assists them to save some money each week so that they have extra money to spend on their holidays and they told us that they had been to Havens in Caister, to Butlins in Bognor Regis and to Euro Disney in France. The care file that we looked at contained risk assessments for all areas of identified risks, however, these had not been signed or dated by the manager or the person using the service. All risk assessments need to be signed and dated by both the manager and the person using the service to ensure that they are fully involved and that the information is up to date. Willow Bay has developed its communication system since the last inspection and most of the staff have had training in inclusive communication. Each person living at Willow Bay has a communication passport which provides pictorial information about their every day lives. The deputy manager has been trained to use Makaton and she cascades this training down to other staff members and she regularly tests their knowledge to ensure that they fully understand what they have learnt. Care Homes for Adults (18-65 years) Page 4 of 9 We looked at the staffing roster for a five week period, including the current week and it showed that there was sufficient staff on duty to meet the needs of the people living in the home. Staff spoken with told us that Willow Bay provides them with excellent training and the training matrix confirmed that staff had received training which included medication, inclusive communication, fire, first aid, food safety, managing risk and conflict, health and safety, infection control and safeguarding adults and we saw a number of certificates on the staff files to confirm this. Willow Bay carries out a full induction that meets the skills for care common induction standards and we saw this on the files of the most recently recruited staff. The home has developed a complaints leaflet that is written using pictures and symbols to help people to understand how to share any concerns with the staff. The complaints records showed that one concern had been raised in November 2009 and although this detailed the concern it did not show the outcome and was not signed and dated. The complaints records must show the outcome and be signed and dated to show that complaints or concerns are dealt with within the homes time frame that was established in its complaints procedure. The manager told us that she had applied to be registered with the Commission and that the application is progressing well. The manager is very experienced and holds the Registered Managers Award, she regularly updates her practice and has recently had training in the Mental Capacity Act (MCA), the Deprivation of Liberties (DOLS), epilepsy, care planning and record keeping, palliative care and safeguarding adults. Staff said in their surveys the house has a good management team; they are always there to guide you and all staff work as a team and I often meet with the manager. We looked at the staff records and we found that supervision has not taken place as often as required; the training matrix and the supervision records confirmed this . The manager told us that she recognises the need to carry out more regular supervision but as the home is small she sees staff on a daily basis and issues are discussed and dealt with as they arise. All staff members must receive appropriate supervision to ensure that they are fully supported to do their work.
