Willow Court is a purpose-built, single storey care home, providing nursing and personal care for up to fifty-four people of both sexes over 65 years of age. It is owned by APTA Healthcare Ltd, a subsidiary of Southern Cross Healthcare Ltd. The home is situated in the village of Cherry Willingham, Lincolnshire, two and a half miles from Lincoln city centre. Within the village there is a pub, parish church, library, village hall, shop-cum-post office, pharmacist, hairdresser, fish and chip shop, tearooms and a Chinese takeaway. An hourly bus service runs throughout the day, every day except Sunday, and passes near to the home`s entrance. The accommodation consists of fiftyfour single bedrooms, of which forty-four are ensuite with toilet and washbasin. Communally, there are four lounges, two dining rooms, which are incorporated into the lounges, six bathrooms and three toilets. Each of the bathrooms also has a toilet. The home also has more secure facilities for people who experience confusion or dementia difficulties. There is a central courtyard and surrounding gardens, and a car park. The home has a minibus for those people wishing or needing to use this facility. The weekly fees are variable depending on care needs. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Surveys returned to us by people using the service and from other people with an interest in the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months Relevant information from other organisations. What other people have told us about the service. What has this told us about the service? The home sent us their annual quality assurance assessment (AQAA) when we asked for it. It was clear and gave us the main information we asked for. Since the last inspection the dining area has been refurbished to provide a brighter environment for residents. A carer is now based there at breakfast time to help residents butter their own toast and spoon on jam or marmalade. Teapots have been provided to those who can safely pour their own tea. These initiatives help residents to be more independent. A new twilight activity programme has been introduced. This runs from 4pm to 7pm and residents are involved in choosing the activities they do. The activities co-ordinator has had training in working with residents with dementia. Ongoing training in safeguarding (protecting vulnerable adults from abuse) has been provided and staff have been made aware of their responsibilities under the Mental Capacity Act/Deprivation of Liberty safeguards. We have received two complaints about the service, one of which is the subject of an ongoing safeguarding investigation by social services. Complainants were concerned about the following areas - management of the service, staff attitudes, quality of care, assessments, fluids and nutrition, falls, cleanliness, and security. CQC have been in contact with the providers in an attempt to resolve these issues. Annual Service Review Page 4 of 6 We have concerns about how the home is being managed and how this is affecting outcomes for people living at Willow Court Care Home. What are we going to do as a result of this annual service review? The next inspection of this service will be based on the Fees and Frequency Regulations 2007 and the risk level of the service. We will have more information about this when the new registration and inspection system in confirmed under the Health and Social Care Act 2008.
