We give a quality rating following a full review of the service. We call this review a ‘key’ inspection We do an annual service review when there has been no key inspection of the service in the last 12 months. Mr Nicholas Flatters became the registered Manager for this service on 8 April 2009. 0 8 1 0 2 0 0 8 Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service 182 Bromham Road is a large Victorian House situated on the west side of Bedford. It was registered in 1996 to provide residential care for 6 adults with learning disabilities. The home currently has 6 people using the service, with no vacancies. There are six single bedrooms on two floors and toilet and bathing facilities on both floors. The communal space, comprising of a lounge, dining room and activity room are on the ground floor as is the domestic style kitchen and utility room. There is a spacious garden to the rear. The home is conveniently situated for access to Bedford with all its amenities and bus and rail services. The home has a service users guide and Annual Service Review Page 2 of 6 statement of purpose that are provided to prospective residents and their relatives. Weekly fees are between £956.78 and £1284.41; these do not include the cost for toiletries, holidays and personal items. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This includes: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gives us some numerical information about the service. Surveys returned to us by people using the service and staff working at the home. Information we have about how the service has managed any complaints including safeguarding matters. What the service has told us about things that have happened in the service, these are called Notifications and are a legal requirement. We also make use of any other information received about the service since our last key inspection; this could be from health and social care professionals, representatives and other stakeholders. The previous key inspection and the results of any subsequent visits to the home in the last 12 months. What has this told us about the service? The manager returned the AQAA to us on 18 September 2008, when we asked for it. It is clear and gives us the information we asked for. Responding to What our service does well, the registered Manager states The majority of the core staff team have supported the service users for many years. All service users at the home are allocated with a key-worker and have an individual plan. Where possible the staff support the service user to achieve their goals and ambitions, unless the risk to health is too great. We support the service users to develop or maintain their existing skills and where possible learn new skills. We support the service users to go out and socialise in the local and wider community or with friends as requested. We support them to organise day trips and holidays as discussed with key workers and at reviews. The service users feel able to express their wishes and needs freely. All service users are treated with respect and dignity at all times. We looked at the information in the AQAA and our judgment is that the home is still providing a good service. They also know what further improvements they need to make. They have outlined a plan of how they intend to achieve these improvements. We have received surveys from 1 resident, 2 relatives and 5 staff. Positive comments have been made and these include Staff looks after him well; he is generally well settled in all ways (Parent), His daily routine is established and he has ample opportunity to make guided choices about what he does, reflected another parent. One staff said, We help support residents to develop skills and achieve personal aims, and we put residents first. In terms of improvement one staff indicated, More days out for example swimming and visits to Zoos. Annual Service Review Page 4 of 6 The home has kept us informed of incidents and accidents through the regulation 37 notification process, and has updated us on outcomes as they occur.They work well with us and evidence indicates that the service continues to provide good outcomes for residents accommodated. There have been no complaints received about the service to the home or direct to the Commission, in this reviewing period. The main findings of the last key inspection report dated 8 October 2008 was that Information gained from residents spoken with and surveys indicates a good level of satisfaction with the quality of care and support they receive at 182 Bromham Road care home. What are we going to do as a result of this annual service review? We can inspect this service at any time if we have concerns about the care or welfare of any residents. There is currently no evidence to suggest that an inspection is required in the near future. Our plan is therefore to do a key inspection by 6 October 2010, unless information is received to trigger an earlier inspection.
