What the care home does well

The service provides a happy, friendly and welcoming environment . People and staff were observed to have good relationships who were spending time and interacting with each other. People are supported to maintain a appropriate level of Independence, make decisions and choices in their daily lives and participate in a range of activities. The home has not received any complaints since the previous inspection visit by CSCI in 2007. The manager states that the service would support people to raise concerns and complaints in the event of any being raised. People living in the home benefit from a very stable staff team who know them well and receive appropriate training to enable them to support the service users in their day-today lives.

What the care home could do better:

Although the service has not received any complaints, it is never the less essential that the complaints policy is fully reviewed and updated to allow anyone to have full access to the procedures and any external agency who may have a vestige interest. The registered manger must ensure that the protocols employed in recruitment comply fully with all current safeguarding and employment legislation for people who work with vulnerable people. The service should ensure that all policies and procedures are reviewed regularly ans made fully accessible at all times.

The registered age range of the residents Care Homes for Adults (18-65 years) Page 2 of 8 Brief description of the care home accommodated is thirty to sixty five years, although registered provision is also made for one resident aged over sixty-five years. The home is privately owned and registered to Mr and Mrs Pakthyiendra. The home is a detached property set in a residential area off a main road and is close to local facilities and amenities. The home provides a caring and supportive service in a homely and comfortable environment. The home is decorated and furnished to a very good standard and has a large well maintained garden. The fees charged range from #900, to #1250 per week. Care Homes for Adults (18-65 years) Page 3 of 8 What we found: This random inspection was undertaken as the Commission has risk assessed The Greens as a service, which continues to offer excellent care to the people who live there. The random site visit focused on two areas within the service firstly the complaints policy and procedures and secondly staffing. The inspection was undertaken between 12:30am to 14:00pm and was facilitated by the registered manager. The inspection involved discussion with a member of staff on duty, a review of the Annual Quality Assurance Assessment. (AQAA), sampling the complaints policy, complaints register, statement of purpose, policies and procedures and staff records. The AQAA stated that there has been no complaints made in the last 12 months. This was confirmed during the random site visit. The complaints log was sampled and supported the AQAA and the managers affirmation that no complaints had been received A review of the complaints policy demonstrated that the policy was not user friendly and only contained limited contact details of external agencies who could be contacted in the event that a complaint was to be made. In addition the policy showed no signs of review. This was discussed with the manager who stated that a full review of the complaints policy would be undertaken to ensure that it would fully comply with current legislation. The manager stated that the final reviewed and updated complaints policy would be made available to the people who live at the home and their families or representatives. In addition the policies and procedures were sampled during the visit, in general the service had a set of robust policies and procedures however they have not been consistently reviewed and updated and were stored in no user friendly way. This was discussed with the manger who stated that a full review of all policies and procedures to ensure that they were fully operational. In addition the manger stated that they would be made user friendly to allow ease of access. The service has enjoyed a very stable staff team with many staff members working at the home for a considerable time affording the service users consistency and continuity of care. A random sample of four staff files was undertaken as part of the random site visit. There was sufficient evidence to indicate that all the required staff check had been obtained by the home in order to safeguard the serve users. The sample of files demonstrated that the service users should be safeguarded by the homes recruitment procedures. It was noted however that in all four files gaps were identified in the educational and employment histories of the staff members. This was discussed with the manger who stated a full review of all staff files would be completed to ensure that if further gaps were highlighted they would be discussed with the member of staff and the details would be placed on the individuals file. In addition to the education and employment gaps there were issues with the references of three files, where it was unclear who had provided the reference especially in regards to the relationships with the staff member and as to whether or not the most recent employer had been asked to provide an reference. In addition it was not clear if the home had requested references from the previous care employers if the staff member had Care Homes for Adults (18-65 years) Page 4 of 8 worked are as care worker previously to The Greens. The manger stated that as the staff had been employed for some considerable time there was some confusion on the part of the home in the requesting of references. The manager stated that a audit of staff files would be undertaken and where necessary the service would request additional references from appropriate individuals.
