This unannounced visit took place on the 24th February from 11 am until 1.15 pm. The purpose of the visit was to look at compliance of the requirements made at the last inspection in September 2009 Time was spent talking with the two staff on duty, one permanent and one agency, with the residents who were at home, looking at care plans and other documentation. The Manager was away on annual leave, on his return he gave a full update on the information requested. The Manager and staff have been working hard and the requirements and the recommendations made at the last inspection have been met with the exception of the registration of the Manager which has been held up due to delays in obtaining a medical reference. Three care plans were looked at. All had risk assessments with an action plan. The written key working sessions were up to date and were much more focused. All care plans were more specific and the staff member spoken with said that they were all finding their way with the new format but it was very helpful. Talking with two of the people who live in the project and observing interactions with staff gave evidence of more support being available. The staff are continuing to develop their support to people in all aspects of their life and life skills. The staff on duty said that particularly with the new clients they were seeing a greater difference. There was more food in the cupboard in the main lounge and the menus had greater choice and more healthy options. There was a bowl of fruit in the lounge. The staff member said they were constantly working with residents on creating more healthy option menus. The Manager is in process of devising a user friendly format to record peoples meals. Staff are presently recording, in the daily notes, what people are having for their main meal. The general cleanliness of the project had improved. They have employed a new cleaning company who are providing a satisfactory standard of cleaning. One bathroom was locked as it was being tiled. The others had not been touched in any real way. The Manager, who was on annual leave at the time of the inspection sent, as requested, an update of the situation. It said how they have had an initial discussion with Octavia housing about making changes to the bathrooms and toilets on the two landings to make them more spacious. This would be achieved by removing the partition wall between the toilet and bathroom. The Manager has also spoken to the probation service who have assisted with internal decoration in the past to and they are willing to offer this service again. They are awaiting a visit to assess what work needs to be done. The Manager also gave an update about the staff sleep in facilities. Stating We have had two visits from Octavia surveyors and a meeting with Octavia, Social Services commissioner and ourselves. The plan the surveyor from Octavia recently proposed is to extend the downstairs space (by the quiet room)
Care Homes for Adults (18-65 years) Page 4 of 9 further into the back garden and create a lounge for service users downstairs next to the communal kitchen. The lounge would include the present dining space and the quiet room. The present upstairs lounge would be converted into an office and staff sleep in area, the office would be partitioned from the sleep in area which would have on suite facilities utilizing the current plumbing in the staff toilet. The present staff office could be converted into a quiet room for service users. The next step is for Octavia to get someone in to do draw up a plan .Octavia surveyor is suggesting approximately three months before the plan is in place At the time of the inspection there was one permanent part time member of staff on duty with one agency staff who was on their first day. They said that the new shift is working better. The staff member said that they have received training on the new way of working and on the guidelines that the Manager drew up. This is ongoing. Speaking with the Manager following the inspection he explained how he felt that personal one to one training on the new way of working would be more beneficial to staff. He has been doing this to good effect and is planning to continue to do so. He is also planning other training for staff. Discussing supervision the Manager said that he is supervised by the Service Manager. He then supervises the team of five Seniors and one Social Care Worker. Two Senior Social Care Workers will be supervising the Cleaner, Relief Social Care Workers and the new full time Social Care Worker. The Manager said the Service Manager was making frequent visits to the service and that they will be forwarding ,by post, their monthly unannounced visit reports. The Manager said that the lack of GP reference was holding up his application for registration as Manager. Once the reference is back he will proceed with his registration without delay.
