If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service St Raphaels is situated in a quiet residential area in Brentford. It is close to the Brentford High Street and within easy reach of Hounslow and Chiswick town centres. There are good public transport links close by. The home is one of two on the site, managed by the Frances Taylor Foundation. The other home, Maryville, is for older people and is inspected separately. There is also, on the site, a convent and six flats for Sisters of the Order and staff. The large, well maintained gardens are available to all people within the complex. There is a Roman Catholic church incorporated in Maryville. The establishment is for twenty one people with learning disabilities and is Annual Service Review Page 2 of 6 None 2 1 1 0 2 0 0 8 arranged in three units. Two units are located in Fatima House, over two floors, for thirteen people all who have single bedrooms. The St. Raphaels building has en suite eight single bedrooms. A courtyard garden separates the two establishments, and each has its own communal living areas, bathrooms, kitcens and laundry facilities. A new facility, the Taylor Centre, is located off the courtyard and provides a centre for activities, as well as offices for the Frances Taylor Foundation. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received or asked for since the last key inspection. This included: The Annual Quality Assurance Assessment AQAA that was sent to us by the Registered Manager. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Surveys returned to us by staff. Information received from the service. What has this told us about the service? The Registered Manager sent us the Annual Quality Assurance Assessment (AQAA) within the timescale requested. Information about what the home does well, what they could do better, and their plans for improvement, were completed. Statistical information was also received. When the information was compiled there were twenty one people in the home. There have been no admissions or discharges in the last twelve months. We looked at the information in the AQAA and our judgement is that the agency is still providing an excellent service and that they have identified ways in which they can improve further. The home reports, on what is does well, that We endeavour to maintain a comfortable homely and user friendly environment. We continue to put the needs of our service users and staff first and foremost at all times. We continue to analyse our strengths along with our weaknesses and endeavour to improve on both. We have completed major structural developments which have enabled us to give a better quality service to those in our care e.g. new activity room/ kitchen/ sensory room/ activity room. The AQAA says that their plans for improvement will include ensuring that, through their new independent living and cookery classes, residents will become more aware of healthy living and eating. Person centred planning has been introduced. They intend to improved by ensuring all access to St. Raphaels is wheelchair accessible, as this will enable us to provide for those who are wheel chair dependant, both within the service, and visitors. The home reports that its barriers to improvement have been time spent on the continuing negotiating for more funding for the residents. We sent surveys to the people living in the home but did not have any returned to us. Annual Service Review Page 4 of 6 We sent out staff surveys and six were received back. Staff were mainly positive about the support they receive from the home. They said, about what the home does well, that they make sure all necessary support can be given to the residents, St Raphaels has maintained the independence of the service users and continues to do so, the users really feel St Raphaels is their home, the home runs well and our Manager is supportive, they give updated training to the staff and are very supportive to the staff. Another staff said the quality of care given at St Raphaels is excellent and it is pleasant and homely home, where everyone is treated with patience and understanding. Three of the staff felt that sharing of information always worked well while three said usually. Staff have received training in dementia and all staff are trained in infection control. There is good continuity of staff and only one of the twenty three female staff has left in the last year. The home has nineteen permanent staff, of whom ten have a National Vocational Qualification at Level 2, one has Level 3, and one has Level 4. The Annual Quality Assurance Assessment reports all policies and procedures were updated in August 2008. We have received information from the home, as required. The home reports that there have been no complaints and none have been received through the Commission for Social Care Inspection. There have been no issues raised through the Safeguarding Adults department of the Local Authority. The home says that it promotes equality and diversity by adhering to our organisational policies and procedures. We continue to have diversity awareness meetings and cultural evenings. We continue to adhere to our service users care plans person centred plans and adhere to our Common Induction Standards. One staff member said The home has maintained the service users wellbeing in all aspects of their life physically, emotionally, mentally, spiritually and without discrimination. Another staff member said the service users are well respected to their moral rights and code of practice valuing diversity, confidentiality, equality, and promotes independence. Four of the staff said they always have enough support and knowledge to meet different needs, including disability race and ethnicity, while one said usually and one said sometimes. The Annual Quality Assurance Assessment states that staff have attended training through the Community Team for People with Learning Disabilities, information days on the Mental Capacity Act, and the Deprivation of Liberty. All of the maintenance tests, except for the lift, have been undertaken in 2009. What are we going to do as a result of this annual service review? We are not going to change our inspection plan and will do a key inspection by 16th October 2011.
