Windsor Court is situated in Wallsend and provides easy access to local shops, restaurants and other public amenities. Care Homes for Older People Page 3 of 11 What we found:
We carried out a random inspection on 22 March 2010 in response to concerns expressed about the quality of facilities provided at Windsor Court. Before the visit, we looked at information that has been shared with us by other professionals with an interest in the service as well as any changes that have taken place at the home. During the inspection we spoke with the manager, who was due to leave on the day of the inspection, and their line manager. We checked the premises and reviewed the management arrangements. The following concerns have been raised: * People are left to sit in pools of urine. The arrangements for managing peoples continence care needs are appropriate and there was no evidence that people are left to sit in their own urine. * Two settees have been placed in the centre of some lounges making it difficult for people with limited mobility to safely access other seating in these areas. Also, there are no occasional tables in the lounges. A check of the communal lounge areas showed that settees have been positioned in the centre of some lounges. This has reduced the amount of space that people can use to access the armchairs provided. The manager reported that this has caused problems for some people as it is very difficult to maneouver wheelchairs within the space available. The lounge areas do not contain occasional or multi-purpose tables. This means that people can only place cups and snack plates on the floor. The manager reported that occasional tables are not providd because she is concerned that people may trap their fingers when using such tables. * The homes new furniture does not comply with the fire safety regulations. The manager confirmed that all furniture used within the home is fire safe. A selection of furniture was checked and provided evidence of compliance with the fire regulations; * The carpet leading into a family members bedroom is frayed and presents a trip hazard. The carpet in this bedroom is frayed and potentially dangerous. The manager said that instructions have been given to the homes maintenance worker to address this concern. * People are being unnecessarily moved between floors which makes it difficult for people to easily access their bedrooms. The manager reported that where appropriate people are given the opportunity to spend time in other areas of the building. Mrs Hall said that this is done to enable people to mix with other people using the service. * The temperature of hot water supplied to a family members bedroom, as well as in
Care Homes for Older People Page 4 of 11 some of the bathrooms, is often cool. Also, water pressure in some areas of the building is low. The manager reported that the home has experienced problems with hot water temperatures and low water pressure in one side of the building. Mrs Hall said that an emergency call out visit is requested whenever problems are experienced. The Care Quality Commission has not been notified of any concerns regarding the homes hot water system. The hot water supplied to one bathroom was found to be excess of 50 degrees. This has the potential to place people using the service at risk. In another bathroom, the hot water temperature measured 30 degrees which is too cool to provide people with a comfortable bath. Also, although staff confirmed they are carrying out hot water temperature checks, there is only one thermometer for three floors. A contractor was immediately called out to address these concerns and visited whilst the inspection was in progress. * A security lock on a door leading from the ground floor unit to the stairwell on one side of the building is not working. The manager confirmed that an order has been placed to repair the door lock. Mrs Hall said that although the door cannot be opened from either side, they have carried out tests to make sure that it will open in the event that the fire alarm is triggered. * The homes lift is often out of order making it difficult for people to access different floors. The provider has informed the Care Quality Commission (CQC) of each occasion that the homes lift has broken down. The manager confirmed that the homes maintenance contractor is always called out to address any problems experienced with the lift. Mrs Hall reported that recent repairs have been made which it is hoped have resolved the problems that have been experienced. The lift was found to be in good working order at the time of the inspection. * The light fitting in one of the communal toilets is not working. The light fitting in the toilet concerned does not work. The manager has arranged for the homes maintenance worker to make the required repairs. * The decor on the first and second floors is not in a good condition. The walls and paintwork in the corridors on the first and second floors are marked and damaged in places. One of the bedrooms visited was also in a similar condition. The manager reported that she has recently submitted a request outlining which areas of the home are in need of redecoration. What the care home does well:
The manager and their line manager provided every assistance during the inspection and worked well with the inspector. The home is clean, warm and tidy and has a pleasant atmosphere.
