What the care home does well

The manager and staff are good at ensuring residents are supported to take an active part in the running of the home, and that 1 Johnson Close in a real sense is their home. The home was found to do most things well. The management of the home was found to be especially good in supporting residents and staff. The EVH organisation offers support to the manager and provided excellent training opportunities for the staff. The staff member interviewed once again expressed how much she enjoyed her work and was very complimentary about the manager and the organisation EVH. There were no requirements or recommendations from this inspection, which reflects the high standards in place.

What has improved since the last inspection?

Since the last inspection the offensive odour has now been dealt with. The manager has risked assessed the home`s procedures for the safe transporting soiled articles of clothing through the kitchen area. Fire doors have been fitted to the residents` bedrooms Staffing levels were reviewed and found to be adequate, now the newest resident has now settled and her health issue have improved.

The maximum number of residents to be accommodated will be (four) The people accommodated will be aged over eighteen (18) and under sixty-five (65) years on admission. 5th April 2005 Date of last inspection Brief Description of the Service: 1 Johnson Close is a 4-bedroom detached house situated in a quiet residential Close. The home is registered for 4 younger adults with learning disabilities, and at present all residents are female in their forties. The home is a spacious residence, offering a large lounge, a further commual room and a large kitchen dining room. The office is in a separate room by the front door. There is a separate utility room with domestic style washing machine and tumble dryer. All residents have their own bedrooms. The house has a good front and back garden. There are no immediate local amenities within walking distance, however, Johnson Close is situated off the main Battle Road that has bus routes to the locals towns of Battle and Hastings. The home is part of East View Housing Management Limited (EVH). 1 Johnson Close DS0000021296.V251008.R01.S.doc Version 5.0 Page 5 SUMMARY This is an overview of what the inspector found during the inspection. This was an unannounced inspection, the second in the year running from April 1st 2005 to March 31st 2006. The inspection took place between 16.00 and 18.00. The overall focus of the inspection was on meeting with the manager and reviewing the progress of the requirements from the previous inspection, a full tour of the home. Time was spent meeting the manager, inspecting a number of records, policies, procedures and other documentation. All resident were spoken to and three showed the inspector around the home including their bedrooms. As this report was made following the second unannounced visit, and does not cover all the standards, therefore for the reader to make a judgment about the home, it is recommended that a copy of the last inspection report of the 5th April 2005 also be obtained to have a clearer picture of the home. JUDGEMENT – we looked at outcomes for the following standard(s): 1&5 Residents are given all the information they need to be able to make an informed decision to live at 1 Johnson Close. EVIDENCE: There have not been any new residents to the home since the last inspection. However, the home has a comprehensive policy and procedures in place for prospective residents. The home is part of the East View Housing Organisation and has detailed policies and procedures in place for prospective residents. Service users know their assessed and changing needs and personal goals are reflected in their individual Plan. Service users make decisions about their lives with assistance as needed. Service users are consulted on, and participate in, all aspects of life in the home. Service users are supported to take risks as part of an independent lifestyle. Service users know that information about them is handled appropriately, and that their confidences are kept. The Commission considers Standards 6, 7 and 9 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 8 & 10 The residents’ care and support are well managed enhancing their independence and overall quality of life. EVIDENCE: Residents told the inspector that the staff knew their needs well as was seen during this inspection and at previous inspections. Service users’ rights are respected and responsibilities recognised in their daily lives. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 11 The residents have every opportunity to live a fulfilled, responsible, value and socially active life. EVIDENCE: The service is excellent in promoting the development of educational, personal, social and emotional skills. The residents made many references indicating how the staff support them in all aspects of their lives. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 18 The residents’ health and care needs continue to be well managed and take into account their individual preferences and needs. EVIDENCE: The residents feel that they are treated as individual and that this is respected in the care given and support. One resident spoke of her recent hospital stay and how the staff especially the manager had supported her. She said she had been very scared, but the manager was always there for her. This was confirmed by the detailed reports sent to the CSCI. She is now well on the road to a full recovery and taking part in all the home’s activities. 1 Johnson Close DS0000021296.V251008.R01.S.doc Version 5.0 Page 12 Concerns, Complaints and Protection The intended outcomes for Standards 22 – 23 are: 22. 23. Service users feel their views are listened to and acted on. Service users are protected from abuse, neglect and self-harm. The Commission considers Standards 22, and 23 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): These standards were inspected at the last inspection on the 5th April 2005 and were fully met. There have been no verbal or recorded complaints in the home since the last inspection. Service users live in a homely, comfortable and safe environment. Service users’ bedrooms suit their needs and lifestyles. Service users’ bedrooms promote their independence. Service users’ toilets and bathrooms provide sufficient privacy and meet their individual needs. Shared spaces complement and supplement service users’ individual rooms. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 27 & 30 The residents enjoy living at 1 Johnson Close; it is spacious, safe, nicely decorated, well maintained and free from offensive odours. EVIDENCE: The Inspector toured the home and viewed all the bedrooms, bathrooms and communal areas, and found the fixtures and fittings were found to be of a high standard, modern and in keeping with the environment. The home has an attractive back garden and surrounding side gardens in which the staff and residents undertake the gardening. The staff and residents are responsible for the cleanliness of the home and are of a high standard and was found to be clean and hygienic during this inspection. 1 Johnson Close DS0000021296.V251008.R01.S.doc Version 5.0 Page 14 Staffing The intended outcomes for Standards 31 – 36 are: 31. 32. 33. 34. 35. 36. Service users benefit from well supported and supervised staff. The Commission considers Standards 32, 34 and 35 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 32,34 & 35 The residents quality of life is enhanced by the support and expertise of the staff employed. EVIDENCE: The residents all spoke very highly of the manager and the staff team. The organisation EVH has a robust recruitment policy and all staff undertake induction and mandatory training. Since the last inspection one member of staff has completed the Learning disability framework award (Ldfa) and three staff applied to undertake NVQs but unfortunately only one got a place for this year. However, the staff member on duty during this inspection said that the manager is very proactive and at staff meeting the team undertake refresher training. She enjoys working in the home, and feels confident in her role. Staffing levels especially with regards to waking night staff, which was raised, as an issue at the last inspection, now is not a concern as the resident has settled in, and since her recent surgery her health needs have improved, and therefore the need for extra staff input has lessened. 1 Johnson Close DS0000021296.V251008.R01.S.doc Version 5.0 Page 15 Conduct and Management of the Home The intended outcomes for Standards 37 – 43 are: 37. 38. 39. 40. 41. 42. 43. Service users benefit from competent and accountable management of the service. The Commission considers Standards 37, 39, and 42 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 40,41 & 43 Residents consider that the way the home is managed and run makes it an enjoyable place for them to live. Residents are sage in the home, being very well managed and maintained. EVIDENCE: Since the last inspection, Fire doors have now been fitted to the residents’ bedrooms. As the home is part of the EVH organisation the information regarding the financial accountability of the service would be held at the EVH Head Office. However, the manager has responsibility for the household budget and records buying and spending appropriately, and EVH audits these accounts regularly.
