Conditions of registration: 1. Only persons aged between 18 and 65 years may be accommodated. Date of last inspection 7 February 2005 Brief Description of the Service: 1 Sheepfold Ave is a care home registered to provide personal care support (PC) and accommodate up to five service users with a learning disability (LD) between the ages of eighteen and sixty-five. It is a detached property located within a short distance from Angmering and Rustington.The property provides accommodation consisting of all single rooms, lounge, dining room, sensory room and easy access to the garden at the rear of the property.The service provides personal care assistance to service users who have a profound learning disability and physical disability. Support and assistance is also provided to enable service users to access facilities and activities at home and in the community to ensure they lead an active lifestyle.The Royal Mencap Society owns the service. The Responsible Individual operating on behalf of the organisation is Ms Janine Tregelles. This is an overview of what the inspector found during the inspection. This inspection was unannounced and undertaken on Saturday the 16th July 2005 over two hours from 9.15am to 11.40am. The inspection was undertaken on a Saturday to make an observation of the service at a weekend. The inspection was brief and concentrated on the staffing levels at weekends and the lifestyle and activities available for residents. All residents were present in the home at the start of the inspection. One resident went home for the day. The Inspector was unable to speak with all residents to obtain their views of the home due to their level of disability and communication difficulties. However observations were made of the interaction between members of staff and residents. Four relatives were spoken with one at the time of the inspection and three were contacted by telephone after the inspection. Two members of staff were spoken with during the inspection. Two comment cards had been received prior to the inspection. The Inspector examined residents care plans and looked around the home. A visit was also made to the home on Monday 18th July to provide feedback to the Manager about the inspection. What the service does well:
The service provides a good standard of care and support to residents. The residents’ lifestyle varies from having a range of individual activities during the week to a more relaxed approach at weekends. The staff team work hard to make sure that a resident’s needs are met and that they have a choice about how they spend their time. They plan and organise the time they spend with residents well. The property provides a comfortable and homely environment. Individual care plans provide good and clear information about each resident. Service users make decisions about their lives with assistance as needed. Service users are consulted on, and participate, in all aspects of life in the home. Service users are supported to take risks as part of an independent lifestyle. Service users know that information about them is handled appropriately, and that their confidences are kept The Commission considers Standards 6, 7 and 9 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 6,9. Individual care plans provide clear information about each resident however providing additional information could enhance these. Choices made by residents and activities undertaken by them are supported in a way that considers and lessens any potential risk. EVIDENCE: The care plans for all residents were looked at. They provide good information about the complex needs of each resident. However it is recommended that: More detailed information is provided about how members of staff should assist with moving or transferring a resident. This is to ensure that clear guidelines are in place to ensure safe working practices for members of staff and those residents are protected from harm. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 11,12,13,14,15,17. Opportunities and activities for residents are well managed and provide a variety of stimulation and interest for residents living in the home. Residents are supported to maintain contact with family and friends. Residents are supported to follow a healthy diet and have a choice about the food they eat. EVIDENCE: Residents’ records clearly demonstrate that the home support and provide a range of individual activities for each resident. Residents have several planned sessions at local day care facilities where a variety of activities are offered. The home had also arranged activities within the home i.e. aromatherapy and reflexology. A day centre manager confirmed that they have developed good working relationships with the Manager and staff team. On the day of the inspection it was observed that members of staff had planned and organised the time they spent with residents well. This ensured that residents not only received the support they required but were included in shopping for the home, going out for a walk and going to a local fete.

The home continues to maintain good links and relationships with relatives. One resident had gone home for the day. All relatives spoken with confirmed that they are made welcome in the home and are consulted and kept informed. Relatives said, “There are plenty of activities,” “they take him out a lot which is good.” On arrival at the home three residents were being supported to eat their breakfast in the garden as the weather was so good. The Inspector noted that the meals being provided were appropriate and the menus offered variety. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. Shared spaces complement and supplement service users’ individual rooms. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 24,25,26,27,28,29,30. 1 Sheepfold Ave provides residents with an attractive comfortable home that is safe and well maintained. Residents’ rooms are individually decorated and provide a comfortable space for each resident. Sufficient toilets and bathrooms are provided. The communal space is comfortable and provides different areas of stimulation. EVIDENCE: The home was well maintained and decorated and clean. The garden looked reasonably well maintained and is accessible and safe for residents. Residents’ rooms are decorated in a bright and comfortable way with residents’ belongings personalising each room. JUDGEMENT – we looked at outcomes for standard(s) 32,33. Residents are supported by competent members of staff and an effective staff team. EVIDENCE: At the time of the inspection there were an appropriate number of staff in the home. The rota for the weekend also confirmed that appropriate levels of staffing were on duty. The members of staff on duty during the inspection clearly knew the residents well and were confident in how to support them. The faces of two of the residents lit up when being supported by those members of staff. The atmosphere in the home was very relaxed but organised and residents appeared calm and contented. JUDGEMENT – we looked at outcomes for standard(s) 39. Views on the quality of the service provided had been obtained by the home as part of the self-monitoring system. EVIDENCE: An exercise had been undertaken by the Registered Manager to obtain feedback about the service provided. Residents, relatives and other professionals had been consulted. A report of the findings is available and has been submitted to the Commission.
