Conditions of registration: 1. Three people with learning disabilities between 18 and 65 years of age. Date of last inspection 6th March 2006 Brief Description of the Service: 14 Phoenix Road offers accommodation, support and personal care to three adults under the age of sixty-five with a learning disability. The service provided is geared towards domesticity and promoting independence. The service user guide, statement of purpose, and reports from the Commission for Social Care inspection are available to service users and are kept in the office. Weekly fees vary and are £320 - £507. Charges for additional needs of service users are individually assessed. Purchasers of the service will be given a full breakdown of the fees charged. The home is staffed 24 hours. There is a registered manager, two senior support workers, and a team of support staff. The property is a terraced house with accommodation set over 2 floors; there are 3 bedrooms and a bathroom upstairs, the downstairs consists of a staff office/sleep in room, a W.C. and 1 room that combines the kitchen and living space for the Service Users. There are small gardens to the front and rear of the property and there is limited parking on the road at the back of the home. The home is a smoking establishment with designated smoking in the lounge/diner. Phoenix Road is located in a residential area a few miles outside of Chatham town centre; it is close to local shops and other amenities and is on a bus route. 14 Phoenix Road DS0000028850.V296129.R01.S.doc Version 5.2 Page 5 SUMMARY
This is an overview of what the inspector found during the inspection. Sarah Montgomery and Graham Cummings conducted this unannounced inspection on 18th September 2006. Evidence was gathered from reading documents, talking to staff and management, and speaking with a service user. The atmosphere in the home was relaxed and friendly. Prospective users’ individual aspirations and needs are assessed. Prospective service users know that the home that they will choose will meet their needs and aspirations. Prospective service users have an opportunity to visit and to “test drive” the home. Each service user has an individual written contract or statement of terms and conditions with the home. The Commission consider Standard 2 the key standard to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 1 and 2. Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. Prospective service users can be confident that their individual aspirations and needs are assessed, and that they receive the information they need to make an informed choice about where to live. EVIDENCE: In assessing this standard, the inspector looked at service user’s preassessment documentation, spoke to a service user individually, and discussed with staff and management the home’s process of gathering information. In addition, the statement of purpose and service user guide was read in order to cross reference, and to enable a judgement regarding suitability of placement. The home has demonstrated a thorough approach to pre-assessment, gathering information from a range of sources, and from conducting their own assessment. The process of assessment is fully documented. A service user spoke with the inspector about their support needs. She demonstrated awareness of her needs and of the support given by staff at the home. Conversations with staff evidenced that they had a detailed knowledge of service users assessed needs, and observation of staff evidenced a

The statement of purpose and service user guide both contain sufficient information for prospective service users and their representatives. Service users make decisions about their lives with assistance as needed. Service users are consulted on, and participate in, all aspects of life in the home. Service users are supported to take risks as part of an independent lifestyle. Service users know that information about them is handled appropriately, and that their confidences are kept. The Commission considers Standards 6, 7 and 9 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 6 and 9. Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. Service users can be confident that they will be supported fully regarding their individual needs and choices. EVIDENCE: To assess the above standards, the inspector read through care plans and risk assessments, looked at a sample of notes from 1-1 meetings and individual daily recordings, and spoke with a service user and staff. The staff team at Phoenix Road have developed individual care plans based on each service user’s assessed needs. Care plans have a clear link to the information gathered during assessment. All care plans give clear guidance regarding the level of support required by the service user to achieve a goal. Regular on-going assessment of service users is apparent. Individual service users meet weekly with staff to discuss areas within their care plans, including goals and aspirations met, and decisions are made on differing levels of support needed.

It is recommended that the home add review dates to the care plans. A service user confirmed their involvement with their care plans, and gave examples of consultation with staff and support from staff regarding decisionmaking. Risk assessments are equally thorough, and identify risks and support needs. All risk assessments contain the views of service users. Risk assessments and care plans are written in accessible language, and this provides clarity for service users. Daily notes and minutes of 1-1 sessions confirmed that staff and service users are working towards goals set in care plans, and also evidenced that service users are consulted appropriately about the care and support they receive. 14 Phoenix Road DS0000028850.V296129.R01.S.doc Version 5.2 Page 11 Lifestyle

Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 12, 13, 15 and 17. Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. Service users can be confident they will be supported to develop and maintain a lifestyle of their choice, and that they will be offered guidance regarding their choices. EVIDENCE: Care plans, risk assessments and 1-1 notes all evidence that service users are guided and supported in making decisions about their lives. Service users are encouraged to recognise their strengths as well as needs, and are supported to link their strengths and needs to education, work and leisure activities. Two service users have chosen to access local day services. One service user has limited access to a day service and is supported by staff at the home to access different community facilities. 14 Phoenix Road DS0000028850.V296129.R01.S.doc Version 5.2 Page 12 It was clear from talking with a service user that their rights and responsibilities are recognised, and that staff spend time supporting and guiding them towards positive lifestyle decisions and choices. Records demonstrated and staff and service users confirmed, that links to family and friends remain strong. Phoenix Road supports individuals with remaining in contact with their friends and families, taking into account the wishes of the service user and of any history that may carry restrictions with contact. Service users are encouraged to take responsibility for leading a healthy lifestyle. The home uses a variety of local shops to buy food from. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 19 and 20. Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. Service users can be confident that all their personal and healthcare support needs will be met. EVIDENCE: In consultation with service users, and using information gathered during preassessment and ongoing assessment, the home has developed (and is continually developing) individual care plans outlining all personal and healthcare support needs. The manager ensures that service users receive appropriate care regarding their physical and emotional health. Records inspected evidenced regular contact with health services, with all appointments including outcomes of appointments recorded. All service users at the home are supported by staff to administer and control their medication. The intended outcomes for Standards 22 – 23 are: 22. 23. Service users feel their views are listened to and acted on. Service users are protected from abuse, neglect and self-harm. The Commission considers Standards 22, and 23 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 22 and 23. Quality in this outcome area is adequate. This judgement has been made using available evidence including a visit to this service. Service users can be confident that their views are listened to and acted upon. Service users would benefit if staff received accredited adult protection training. EVIDENCE: Phoenix Road has an accessible complaints procedure. All service users are supplied with a copy of this. In addition, service users have regular 1-1 sessions with their key worker or other support staff. Service users are encouraged to talk about their feelings, including any concerns or complaints they may have. The inspector spoke with a service user about making a complaint. Although she seemed unsure of the complaints procedure and process, she was clear about her rights in making a complaint, and knew a selection of appropriate people she could talk to if necessary. The home has received no complaints. The staff team have all received basic in-house adult protection training. The manager spoke knowledgably about her responsibilities in ensuring that service users are protected from harm. It is recommended that the staff team attend an accredited adult protection training course, and that the home obtain a copy of the Kent and Medway adult protection protocols. 14 Phoenix Road DS0000028850.V296129.R01.S.doc Version 5.2 Page 16 The whistle blowing policy was inspected. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 24 and 30. Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. Service users live in a comfortable, homely and clean environment. EVIDENCE: Since the previous inspection the home has undergone redecoration in communal areas and service users bedrooms. The manager has produced a maintenance programme, which clearly demonstrates an ongoing improvement plan for decoration and maintenance of the home. Phoenix Road presents as homely and comfortable. A service user present throughout the inspection spoke enthusiastically about the home, and was very pleased with her newly decorated and accessorised bedroom. JUDGEMENT – we looked at outcomes for the following standard(s): 32, 34 and 35. Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. Service users benefit from being supported by competent staff. Service users further benefit from the home’s robust recruitment policy and practice. EVIDENCE: Service users at the home are supported by a competent and caring staff team. Information gathered during the inspection, including observations of staff and a service user, evidenced that service users support needs are known to staff, and information sharing to ensure staff work consistently with service users is apparent through regular meetings and documented communication. Staff files inspected evidenced compliance with Schedule 2. The home operates a thorough recruitment process, and staff are given a start date only when all the necessary checks have been completed and received by the manager. The manager stated her frustration at accessing training courses for staff. However, she has ensured that all staff have undergone basic food hygiene, 3 staff are currently undertaking medication training, and moving and handling and first aid is in the process of being organised. The manager assured inspectors that she will arrange accredited adult protection training for staff.

EVIDENCE: The inspection process has evidenced compliance in meeting Standards in every area inspected. The positive report owes much to the hard work put in by the manager and her team. Phoenix Road is a home that is focussed on the needs of service users, and strives for excellence in service delivery.
