What the care home does well

The residents in this home are encouraged to be a part of Mr and Mrs Wilson`s family unit. They are included in family events such as parties, meals and family gatherings. Residents are also encouraged to be as independent as possible and to be involved in work and education. There were two service users present during the inspection, both of whom said that they were `happy` living at the home. Both service users spoke about their busy lives and the different things that they are involved in. One service user said that her boyfriend, who lives in the local community, is able to visit her every day. The home is comfortable and homely with a number of pets which the service users enjoy spending time with. The manager is well organised with good systems of recording, safety checks and staff training.

The aim of the home is to provide care in a family setting. There are two service users living at this home. The property is a large semidetached house on the main road leading into Stafford. It has three floors and a cellar. The service users sleep on the first floor and the second floor provides private accommodation for Mr and Mrs Wilson. The cellar is used as an office and the laundry is in an outhouse close to the kitchen. The home is well looked after and looks like the other properties in the area. It is within walking distance of Stafford but there is also a bus route. The home is very well furnished and comfortable. There is a very large rear garden with attractive gardens and patio areas as well as having room for a number of animals including a dog, rabbits, guinea pigs, ducks, geese and hens. The manager (and owner) provides care with the help of her daughter. The manager was given some notice of this inspection in order to ensure that it could take place at a time when both service users were present. The inspection took place on Thursday afternoon. JUDGEMENT – we looked at outcomes for the following standard(s): 2 The home has clear assessments of service users, which enable staff to support them appropriately. EVIDENCE: During the last inspection one service user’s care file was inspected and a comprehensive care management assessment was in place. The manager demonstrated a good understanding of the service user’s assessed needs and how they should be met. Service users’ rights are respected and responsibilities recognised in their daily lives. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 17 The service users say that the meals in this home are good, offering both choice and variety. EVIDENCE: Two services users were spoken with about the meals. The views expressed were positive - both said that there was a variety of food and that they always had a hot meal. The general consensus was that the food was ‘very nice’. The manager said that because the home is run as a domestic dwelling, they do not have a menu system. However, the manager was able to evidence that each meal is recorded in a diary, which was seen. There was evidence that a variety of food is available and that service users are always offered a hot meal. The manager said that service users are able to help themselves to snacks and that fruit and yoghurts are always available. Mr Wilson assists with the cooking and meal making in the home, both Mr and Mrs Wilson have received kitchen hygiene training. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 18 The service users receive support in a way that they prefer and require. EVIDENCE: The manager works on a one-to-one basis with the service users every day and therefore has a very good understanding of their needs. She is aware of the different routines of each of the service users and these routines are accommodated within the day-to-day running of the home. The service users are encouraged to remain as independent as possible. They both attend day services and voluntary work placements on a regular basis, as well as taking part in leisure activities in the community. There was evidence that the manager had sought additional advice and guidance for one service user who is experiencing some difficulties, which may be health related. The service users said that the manager was ‘good’ and that she ‘helped them’ when they needed support. Service users feel their views are listened to and acted on. Service users are protected from abuse, neglect and self-harm. JUDGEMENT – we looked at outcomes for the following standard(s): 22 & 23 Appropriate systems are in place to listen to service users and to act where necessary to protect them from harm. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 24 The standard of the environment within this home is good, providing service users with an attractive and homely place to live. EVIDENCE: The environment was examined at the inspection on the 4th July 2005 and remains the same. The home is comfortable and well furnished and provides the two service users with a ‘homely’ environment in which to live. The service users’ rooms are personalised with photographs and personal possessions. A service user said that she had brought with her some of the things she had in her bedroom. She said she was ‘happy’ and that she ‘preferred’ living at this home than one she had previously lived in. Service user bedrooms do not have en-suite facilities but there is a large bathroom and toilet on the same floor. There is also a toilet on the ground floor. The home has a large garden that is divided into a number of areas: patio, garden, vegetable plot and animal area. JUDGEMENT – we looked at outcomes for the following standard(s): 32 The staff who support the service users are competent and appropriately qualified to do so. EVIDENCE: The manager has worked with adults with learning disabilities for many years and has previous management experience in this area. The manager supports the service users on a daily basis and therefore has a good understanding of the needs of the service users within the home. The manager has a positive value base and is motivated and committed to ensuring that the service users receive the support they need within and outside of the home. The manager’s daughter also supports the service users and has gained NVQ2 in care. EVIDENCE: Quality assurance systems were discussed with the manager. There was evidence that a system was in place, which included an annual report outlining areas to be improved, and timescales. There was also evidence that the views of the service users had been sought. Completed questionnaires were seen.
